continues to implement programs in Acholi and Karamoja sub regions. Mercy Corps
is taking a community-led, market driven approach to address poverty and food
insecurity needs through interventions that get to the root causes and
contributing factors of economic vulnerability. Donors include the United
States Agency for International Development (USAID), DFID, Mastercard
Foundation, WALMART Foundation, Coca Cola Africa Foundation, US Depart of State
(DOS) /PEPFAR, ECHO and Nike Foundation.
Job Summary: The Income
Generating Activity Officer will be responsible for implementing IGA related
activities in districts of Arua (Rhino Camp), Yumbe (Bidibidi) and Moyo
(Palorinya), including the monitoring of the IGA groups developed.
Key Duties and
Responsibilities:  
Planning, developing and implementing income generating activities
  • The Officer will provide technical
    assistance to local populations in designing profitable income generating
    activities and alternative/complementary business activities.
  • Assist groups to identify and develop
    market links for their products
  • Gather and collect relevant data for
    socio-economic monitoring and studies for best IGA development among
    refugees and host communities;
  • In collaboration with the monitoring,
    evaluation and learning specialist proactively participate in
    baseline/mid¬term/end line data collection and any other related program
    assessments
  • Support identification and development of
    IGA groups and entrepreneurs/traders; support development of specific IGA
    and business plan; cash grants and ongoing support. Support development of
    strategy and implementation of capital grants to IGA groups, traders and
    enterprises for livelihood activities along with ongoing support.
  • Documentation, Monitoring, Evaluation
    and Reporting
  • Under guidance of Program Officer and
    M&E Officer, participate in any market assessment and baseline/end
    line data gathering needs.
  • Work closely with supervisor to capture
    data for measuring output and impact of the program; and to ensure
    accurate and timely flow of information from the field. Specific data
    collection would include post-distribution monitoring and after action
    reviews for key activities. Continuous improvement of activities will be
    expected based on this information.
  • Prepare and submit timely weekly, monthly,
    and quarterly reports that will be indicative of program progress during
    implementation. Respond to queries if and when necessary.
Collaboration/Networking
  • Establish and maintain good coordination
    and working relationships with Office of the Prime Minister, UNHCR local
    government officials, and other NGOs/CBOs, representing Mercy Corps and
    soliciting participation in activities where appropriate and as directed.
  • Conduct himself/herself both
    professionally and personally in such a manner as to bring credit to Mercy
    Corps Uganda and to not jeopardize its humanitarian mission.

Qualifications, Skills and Experience: 
  • The ideal candidate for the Mercy Corps Income
    Generating Activity Officer job placement should hold a Bachelor’s Degree in
    relevant field
  • At least four years of work experience
    with a focus on IGA, business and enterprise development or related
    interventions is a MUST
  • Strong community mobilization experience
    is a MUST
  • Excellent writing, communication,
    organization, prioritization and negotiating skills.
  • Candidates with a background EITHER in
    humanitarian response activities, preferably in livelihoods OR Market
    Systems Development/M4P/market preferred
  • Ability to synthesize large amounts of
    information in order to identify key messages and clearly communicate
    those messages to other people.
  • The ideal candidate will have the ability
    and curiosity to work comfortably and effectively in the cultural,
    relatively poor infrastructure of West Nile.
  • S/he will be an excellent communicator,
    have a strong sense of humor, multi-tasker, and able to work difficult and
    often stressful environments.
  • S/he will be committed to the work of
    Mercy Corps and the objectives of this program. They will demonstrate
    their dedication with a strong work ethic, attention to detail and
    creative problem solving
