Job Summary: The Human Resources
Manager is part of Senior Management and reports to the Country Manager and is
responsible for the strategic and day-to-day management of the human resource
function and will manage TechnoServe/Uganda’s human resource policies and
procedures. This position works closely with other departments to facilitate
participative approaches to the management of human resource and in the
provision of administrative support.
Key Duties and
Responsibilities:  
  • Strategic human resource planning taking
    into consideration TechnoServe’s current and expected growth trajectory
    and aligning these to a clear staffing plan. Align with key project
    deliverables for every program.
  • Lead Annual Performance Appraisal cycle
    & file final evaluations; ensuring that planned performance feedback
    is undertaken and observed for all staff. Implement staff PIP’s &
    development needs where applicable as per the performance appraisal.
  • Deliver HR training, source & support
    where needed; People development-identifying in a structured way staff
    training needs and developing clear plans to plug the gaps. These may
    include staff training and/or coaching etc. Provide training on the
    performance appraisal process, managerial skills and other topics as
    assigned.
  • Headcount management (Joiners & Leavers)
    and update & maintain company org charts & share with program
    managers. Manage staff exits, pension withdrawals and other exit payment
    dues.
  • Develop a talent management plan (Staff
    development & succession plans); Manage Talent Acquisition to include
    job description development, advertising and leading targeted searches,
    short listing and interviewing, carrying out reference checks, and
    preparing offer letters. Develop and maintain a current database of
    potential candidates.
  • Support the Country Manager in managing
    compensation in Uganda by conducting annual salary surveys and leading
    developing, annual review and maintaining a Uganda Compensation Structure
    following guidance from TechnoServe global HR function.
  • Prepare all payroll changes such as new
    employees, terminated employees, promotion, transfer and bank changes,
    sending to Financial Controller for payroll preparation, liaise with
    Finance on review of monthly payroll and approval. Also process and
    approve salary advances and staff loans in liaison with the Country
    Manager.
  • Implementation of our new employee
    on-boarding program for all new hires (obtain new staff ID’s, medical
    card). Conduct job analysis and evaluation; ensure timely updates of Job
    descriptions and contracts as job roles change in consultation with
    program managers.
  • Documenting, interpreting and
    communicating HR policies and procedures to staff and at all times ensure
    that TechnoServe Uganda’s employee handbook and practices are compliant
    with all Uganda labor laws and HR best practices.
  • Manage Labor Relations i.e. manage complex
    employee relation issues, manage retrenchment procedures when need arises,
    participate in disciplinary investigations and associated hearings,
    prepare legal termination letters where required.
  • Maintain Human Resource Information System
    records and compile reports from database. Responsible for ensuring
    completeness, accuracy and confidential management of employee records.
  • Ensure appropriate Safety and Security
    Guidelines are completed and distributed to all staff and training is
    conducted for employee safety and security.
  • Manage and administer local benefits
    program e.g. medical cover, insurance, NSSF, Pension Scheme etc. Act as
    the liaison between local employees and corporate benefits manager.
  • Arrange for resident/work permit for
    expatriates or third country nationals and INGO permit renewal.
  • Oversee office administration including
    procurement management ensuring compliance with local and global
    procurement policies and procedures when procuring services
  • Manage staff working as, Operations
    Coordinator, administrative assistants, front office, office assistants.
    This will include performance management, assignment of tasks, managing
    work flow and other supervisory tasks.
  • Any other duties as may be assigned from time
    to time by the supervisor



Qualifications, Skills and Experience: 
  • The ideal candidate for the TechnoServe
    (TNS) Human Resources Manager job opportunity should preferably hold a
    University degree or any related field; (Bachelors Human Resources, Organisation
    Psychology, Social Sciences. Possession of a Master’s degree in a relevant
    field or other Human Resource qualification / certification is an added
    advantage
  • Five years’ experience in Human Resources
    Management

    should recognize key actions, underlying problems, make connection and
    patterns, see consequences and implications. Anticipates obstacles
    realistically and plans ways to deal with them.
  • Staff Development: managers are
    required to work with employees to plan on the development of skills and
    abilities so that they can fulfil current or future job/role
    responsibilities more effectively.
  • Trust to Delegate: managers
    should have trust and willingness to assign responsibilities to direct
    reports and give them discretion and authority to carry them out.
  • Feedback/Coaching (mentoring):
    managers should give instructions, suggestions, explanations, and feedback
    to subordinates.
