About US:
Institute of Certified Public Accountants (ICPAU) is the national
professional accountancy body in Uganda, established by the Accountants Act.
The Institute also has a mandate to conduct professional accountancy
examinations in Uganda. The Institute is mandated to also:
        
Regulate and maintain the Standard of
Accountancy in Uganda.
        
Prescribe and regulate the conduct of
accountants and practising accountants in Uganda.
Job Summary: The Director –
Corporate Services will be a strategic, hands-on and participative leader. The
job holder will be responsible for leading and developing an internal team to
support the following areas: planning and budgeting, finance, human resources,
administration, and ICT. The job holder will play a critical role in partnering
with the senior leadership team in strategic decision making and operations as
ICPAU continues to enhance its quality programmes and build capacity. The job
holder will provide technical and administrative support to Committees of
Council in charge of planning, development, finance and Human Resources.
Key Duties and Responsibilities:
Financial Management
  • Oversee and lead preparation of financial
    reports in line with the relevant standards and reporting legislations
  • Regularly communicate and present
    financial reports and critical financial matters to the Secretary/CEO.
  • Prepare all supporting information for the
    annual audit and liaise with the external/internal auditors as necessary.
  • Update and implement all necessary
    finance/business policies and procedures, accounting practices and finance
    manual.
  • Implement a robust contracts management
    and financial management system to ensure steady cash flows to support
    operational requirements.
  • Oversee and lead annual budgeting and
    planning process in conjunction with the Secretary/CEO; administer and
    review all financial plans and budgets; monitor progress and changes; and
    keep senior leadership team abreast of the Institute’s financial status.
  • Provide leadership to finance, IT,
    Administration and HR teams.
  • Supervise the procurement of goods and
    services.
Human Resources, Information Technology and Administration
  • Develop ICPAU’s human resources and
    administration functions, enhancing professional development and training,
    managing compensation and benefits, performance evaluation.
  • Ensure that recruitment processes are
    consistent and streamlined.
  • Establish and manage a comprehensive
    training programme to educate employees regarding staff tools, policies,
    and procedures.
  • Prepare for, attend and take minutes of
    meetings for the committees in charge of planning, development, finance
    and Human Resources.
  • Supervise and guide line staff.
  • General administrative work.
  • Work closely and transparently with all
    external partners including third-party vendors and consultants.
  • Oversee and supervise the administrative
    function of the Institute, including property/facility management, safety
    of the work environment, and provision of furnishings and equipment
    necessary for effective operations.
  • Evaluate the need for new technology to
    meet the Institute’s data processing, control, and reporting requirements.
  • Advise on appropriate technology that
    meets the Institute’s information requirements and financial resources.
  • Provide an innovative leadership strategy
    for accomplishment of Institute’s goals
  • Perform any other duties as requested by
    the Secretary/CEO



Qualifications, Skills and
Experience: 
  • The applicant must hold a University
    degree
  • Certified Public Accountant
  • Post Graduate Qualification in Management,
    Finance, Accounting, Human Resource and Business Administration is added
    advantage
  • A minimum of seven years of professional
    experience of financial and operations management.
  • Previous experience of final
    responsibility for the quality and content of all financial data,
    reporting and audit coordination and to have preferably overseen a human
    resources function previously
  • Experience in managing and implementing
    information systems and managing relationships with software vendors
  • Excellent public presentation and
    interaction skills.
  • Excellent
    command of the English language (both
    spoken and written).
  •  Good communication and computer skills.
  •  Excellent interpersonal skills.
  •  Have analytical and problem–solving
    skills.
  •  Be creative, innovative, adaptable and
    have a passion for quality
