Job Summary: The Technical
Officer – District Support will be planning, implementing, and monitoring
pharmaceutical management improvement interventions (e.g. EM SPARS, PFM, ART
SPARS, Lab SPARS, TB SPARS etc) in the assigned districts. He or she works
closely with district health management teams to ensure that all UHSC technical
assistance, capacity building and pharmaceutical information systems activities
(e.g Rx Solutions, WAOs and PIP) are adequately implemented. The incumbent also
supports implementing partners in the allocated districts to ensure they also
adequately roll out the medicines management interventions, and pharmaceutical
information systems. The jobholder will be directly responsible for
implementing transition strategy (from UHSC direct district support to regional
IP support) in the assigned districts and that results are adequately documented.
Key Duties and
Responsibilities:  
  • Develops appropriate UHSC district
    implementation plans, timelines and budgets for all district level
    activities.
  • Mobilizes all technical assistance and
    training resources from the UHSC to deliver mentorship programs and
    technical assistance aimed at medicines management improvements in the
    assigned districts.
  • Coordinates medicines management
    interventions (EM SPARS, PFM, ART SPARS etc) in the assigned districts to
    ensure that districts, sub-districts and facilities are able to adopt
    positive practices towards supply chain including the procurement, storage
    and distribution of essential medicines and supplies required for assuring
    continuous availability of these commodities.
  • Monitors MMS, Districts and Health
    facility performance using data submitted in the PIP and institute
    corrective actions in real time
  • Supports rollout and implementation of
    Pharmaceutical Information systems in the districts. These include (but
    not limited to), Rx Solutions, WAOs, TWOs, and PIP.
  • Supports implementing partners in the
    allocated districts to ensure they also adequately roll out the medicines
    management interventions, and pharmaceutical information systems.
  • Supports district logistics coordination
    meetings with other partners and regional pharmacists
  • Prepare and disseminate district specific
    quarterly performance reports. Discuss and review those with District
    Health Teams and other partners.
  • In coordination with other IPs, support
    DHT capacity take over issuance of district performance report, analysis
    of those reports and other data source for decision making
  • Participate in planned operational and
    impact research
  • Perform other duties as required.



Qualifications, Skills and Experience: 
  • The applicants for the Management Sciences
    for Health (MSH) Technical Officer – District Support job placement must
    hold a professional degree in a health area; including pharmacy, medicine,
    public health; Pharmacy background preferred.
  • A minimum of three years work experience
    in providing pharmaceutical management services especially in the area of
    supply chain.
  • Capability to support electronic systems
    including, Rx Solutions, WAOS, PIP, and able to use Ms Office suite
  • Long-term working experience in Uganda
    with knowledge and comprehensive understanding of the Uganda public health
    system.
  • Demonstrated strong organizational,
    administrative and communications skills.
  • Strong teamwork and team-building skills
  • Willingness and flexible to adapt to
    changing priorities and shifting deadlines.
  • Strong English skills required, including
    ability to write lucid technical reports and documents.
  • Ability and willingness to travel
    extensively throughout Uganda
