The Office of the United
Nations High Commissioner for Refugees was established on December 14, 1950 by
the United Nations General Assembly. UNHCR’s mandate under the Statute of the
Office of the United Nations High Commissioner for Refugees is to lead and
co-ordinate action for international protection to refugees; seek permanent
solutions for the problems of refugees and safeguard refugee rights and
well-being. UNHCR has an additional mandate concerning issues of statelessness,
as it is given a designated role under Article 11 of the 1961 Convention on the
Reduction of Statelessness.
Job Summary: The Data
Management/IT Associate will support the registration exercise particularly in
the areas of biometric enrolment and the issuance of documentation for each
individual.
Key Duties and Responsibilities:
  • Manage
    the use, maintenance and technical support of databases used in the
    operation, input and verifications production of standard and ad hoc
    reports.
  • Provide
    support in on-site needs assessment and installation and maintenance of
    UNHCR Telecommunications and IT equipment.
  • Install
    and configure the most appropriate type of UNHCR IT and Telecommunications
    systems (HF, VHF, UHF, Microwave Links, Telephony, and satellite systems)
    to meet the field and emergency operations immediate ICT needs
  • Ensure
    that the equipment under his/her responsibility is in good working
    condition, by inspecting regularly the hardware and installations. If required,
    arrange promptly repairs or replacement as necessary according to established
    procedures.
  • If
    applicable, keep a proper inventory level of all sites spares and return
    spare parts for repair/replacement.
  • Monitor
    and maintain the LAN, Network Servers, Printers, LAN points, Hubs, Patch
    pane, etc. to prevent faults occurring
  • Provide
    technical briefing/training on the equipment to local ICT resources and
    users, including IPs, UNHCR registration tools, ensuring that they are
    able to maintain/use the equipment.
  • Provide
    support in the development and configuration of IT and Telecom
    Equipment/Kits used in field operations and emergencies.
  • Prepare
    and submit statistical reports based on the standard reporting formats and
    ad-hoc reports, charts and tables as required by the management.
  • Provide
    training, as necessary, to UNHCR staff as well as staff-members of
    implementing partners in relevant aspects of data management.
  • Registration
    Data exchange oversight.
  • May
    be required to coordinate with the GIS officer to ensure that data
    collection is compatible with GIS.
Key Performance Indicators:
  • The
    data management and IT associate is responsible for the management of data
    collection and reporting activities in field operations and provides
    reliable and timely ICT services on the application and infrastructure of
    UNHCR standard ICT services in the Area of Responsibility (AoR). S/he
    receives technical guidance from ICT and data management Officers
    responsible for the data management and Telecom/IT infrastructure in the
    registration operation.
  • The
    Office has reliable and up-to-date data on persons of concern.
  • Standard
    and ad-hoc reports are produced. Trends and patterns of data are analysed
    and interpreted.
  • UNHCR
    Country offices in the AoR have modern and cost-effective ICT systems.
  • UNHCR
    ICT equipment and data are protected
  • Archive
    and backup database systems ensure security of databases, perform database
    administrator functions.
  • Assist
    in development of new applications/Databases needed by the UNHCR Offices/Units
    in area of responsibilities in order to perform their tasks smoothly.
  • Ensure
    that the client databases are up-to-date by identifying and keeping what
    is relevant and accurate in an accessible manner.
  • Perform
    other duties as required.



Qualifications, Skills and Experience:
  • The
    ideal candidate for the United Nations UNHCR Data Management/IT Associate
    job opportunity should have completed Secondary Education with
    certificate/training in Information Technology & Database Management.
    University degree is desired
  • At
    least six years of previous relevant experience.
  • Excellent
    knowledge of computer software and database applications.
  • Knowledge
    of computer application packages such as MS Office.
  • Previous
    supervisory/management experience.
  • Knowledge
    of any of the languages spoken by the refugee communities.
  • Additional
    training skills.
  • Knowledge
    of UNHCR programmes and activities.
  • Technical
    GIS knowledge.
  • Hands-on
    experience with wireless and VoIP systems, electricity, generators,
    lightning protection an asset.
  • Fluency
    in English and local language
