About US:
The Government of Uganda has
received a grant from the World Bank towards the Development Response to
Displacement Impact Project (DRDIP). The Project is intended to improve access
to social services, expand economic opportunities and enhance environmental
management for host and forcibly displaced households in the targeted areas of
Uganda; in the districts of Arua, Adjumani, Yumbe, Koboko, Moyo, Lamwo, Hoima,
Kamwenge, Isingiro, Kiryadongo and Kyegegwa. The project has components which
include; Social and Economic Services and Infrastructure; Sustainable
Environmental Management; Livelihoods Program; and Project Management including
Monitoring and Evaluation, and Regional and National Institutional Support.
Job Summary: The Social
Safeguards Officer will ensure that various interventions implemented under
DRDIP comply with environmental and social policies, laws and regulations
governing both national/Country and IDA. Determining, to what extent the Social
Safeguard Policies of Government of Uganda and the World Bank are followed
during implementation of such activities as: public Works Activities and
implementation of income support enterprises; level of compliance with regard
to the provisions in the National Environment Management Act Cap. 153,
Occupational Health and Safety and other cross cutting issues
Key Duties and Responsibilities:
  • Support
    the development, maintenance and operation of the Social Safeguards
    compliance monitoring system including reporting progress of
    implementation of Environment and Social Safeguards.
  • Provide
    technical guidance to DRDIP and other stakeholders on ensuring aspects of
    Environment and Social Safeguards compliance measures are implemented and
    adhered to.
  • Undertake
    stakeholder engagement and consultations on all sub-projects
  • Support
    the collection, analysis and utilization of environment and social
    safeguards information at National and enterprise level.
  • Coordinate
    and Support preparation of periodic project progress reports with adequate
    input on project performance on environment and social Safeguards
  • Undertake
    periodic training and capacity building of key DRDIP implementers at
    National and enterprise levels on implementing safeguards under the
    project, including orienting them on the application of the Environment
    and Social Safeguards Management Framework (ESMF)
  • Ensure
    adequate social safeguards records and documentation are kept (including
    photographs,) of works and sub projects and adequate documentation of
    stake holders consultations and land affirmations
  • Support
    the development of TOR for the environment and social impact assessment
    studies and Audits (including ToRs for RAPS) for specific DRDIP sub
    projects
  • Supporting
    and leading in the development of respective ESIAs and RAPs as defined
    appropriate as spelled out in the project ESMF and RPF
  • Guide
    management on strategies for strengthening implementation of Social
    Safeguards measures.
  • Generate
    specific out puts (deliverables) as determined from time to time in the
    respective projected work plans for each quarter



Qualifications, Skills and Experience: 
  • The
    applicant for the World Bank DRDIP Project Social Safeguards Officer job
    opportunity should hold an Honours Bachelors Degree in Social Work and
    Social Administration, Social Sciences, and Sociology from a recognized
    institution
  • A
    minimum of three years and above working experience in the field of Social
    Impact.
  • Additional
    experience in dealing with social issues as well as Management of Land
    acquisition, Resettlements and Rehabilitation and as well preparations of
    Resettlement Action Plan or implementation relating to infrastructure
    construction programs and Gender Analysis are desirable.
  • Demonstrate
    knowledge of supporting a comprehensive and balanced approach to
    environmental and social safeguards management is required including
    scoping screening, research, risk assessment, planning, project
    development and implementation, monitoring and reporting.
  • Able
    to independently and effectively plan, organize, manage and evaluate
    important and complex projects for individual and team work
  • Ability
    to make quick and good judgement.
  • Excellent
    communication skills (verbal and written)
  • Excellent
    interpersonal skills, including diplomacy and tact
  • High
    level of honesty, integrity and versatility
  • Should
    be able to work with minimum supervision and deliver under pressure
  • Age: 25 years and above
