About US:
The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) seeks to end
pediatric HIV/AIDS through research, advocacy, and prevention and treatment
programs. We are a global leader in the fight against pediatric HIV and AIDS,
working in 15 countries and at 7,000 sites around the world to prevent the
transmission of HIV to children, and to help those already infected. Today,
because of the highly successful work of the Foundation and its partners over
the last 25 years, pediatric AIDS has been virtually eliminated in the United
States and new infections in children have declined by 58% worldwide. EGPAF
Uganda Country program is currently implementing a number of projects in
partnership with various donors.
About USAID RHITES Project:
The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) implements the
USAID Regional Health Integration to Enhance Health Services in the South West
Uganda Project (RHITES) whose aim is to increase the availability,
accessibility and quality of integrated health services including HIV and TB
prevention, care and treatment; maternal, neonatal and child health services;
family planning; nutrition assessment, counseling support; malaria prevention
and treatment and other primary care services.
Job Summary: The Senior
Procurement and Logistics Officer will support all procurement activities for
the Foundation, ensuring all are done ethically, and in compliance with EGPAF
Policies and procedures, Government laws, and Donor Rules and Regulations.
Key Duties and
Responsibilities:  
  • Procure goods and services according to
    established EGPAF and Donor procedures, from preparation of tenders and
    administration of fair and transparent competitive processes, through
    preparation of thorough and compliant procurement documentation, to
    include vendor vetting and selection documentation, bid analyses, and
    Local Purchase Orders (LPOs) and contracts, for management review.
  • Assist to develop, maintain, and monitor
    EGPAF procurement plan(s).
  • The incumbent will also assist to develop
    Basic Ordering Contracts for routine services and supplies.
  • Render support in monitoring deliveries,
    and facilitate the quality and quantity control of procured goods and
    services.
  • The incumbent will also support finance to
    facilitate the timely payment of vendor invoices with appropriate
    supporting documents.
  • The Senior Procurement and Logistics
    Officer will actively participate in the continuous improvement and standardization
    of procurement systems within EGPAF.
  • Prepare and share weekly reports with the
    procurement manager on the status of procurements carried out by the
    department
  • Set re-order levels of stock items and
    support producing of stock usage reports, coordinate sourcing strategies –
    and development of supply base.
  • Provide support in monitoring all
    properties for maintenance requirements, work with appropriate vendors for
    maintenance, repair, and/or disposal of EGPAF property, arrange for
    property disposal, review and compile monthly reports.
  • Perform other related duties and
    activities as assigned.



Qualifications, Skills and
Experience:
  • The applicant for the USAID EGPAF RHITES
    Project Senior Procurement and Logistics Officer job opportunity should be
    a Member of the Chartered Institute of Procurement and Supply (MCIP), with
    a Bachelor’s degree in Procurement, Logistics, Supply Management or any
    related field from a recognized University. Possession of a Master’s
    degree in Procurement and Logistics Management, OR any related field will
    be an added advantage.
  • At least seven years’ experience, working
    with international donor related organizations preferred, with full
    understanding of USAID Donor policies and regulations.
  • Ability to work with limited supervision.
  • Excellent written and verbal communication
    skills.
  • Computer literacy skills
