Job Summary: The Resilience
and Livelihoods Program Manager will provide technical support to the WNRR
Resilience and Livelihoods strategy with a focus on programme design,
implementation, monitoring, evaluation and reporting. The incumbent will also
lead sector level partnership engagement in accordance with WVU, the UN and
Government of Uganda frameworks on refugee and host community management.
Key Duties and Responsibilities:
Strategy development and
implementation:
  • Lead
    the livelihoods sector strategy development and updates all documents
    related to the strategy from time to time
  • Leads
    the development of resilience and livelihoods TP ,theory of change (TOC)
    and related relevant technical models that are appropriate to the context
    and community profiles
  • The
    jobholder markets the WNRR resilience and livelihoods strategy as a fund
    raising tool
  • Prepares
    technical presentations for external engagements and shares with Donors, Governments
    and WV partnership
Capacity Building and team
management
  • Plan
    and implement capacity building to livelihoods sector staff in the
    different programming models (CBT, BF,SGs ,BFs) among others.
  • Keenly
    monitor and ensure consistency and originality in the implementation of
    all Resilience and programming models across different projects and
    districts; document best practices and ensure they are replicated.
  • Keep
    in constant communication with R&L teams in the WNRR to provide
    ongoing technical support and backstopping to improve team skills and
    competency
  • Support
    P&C in recruitment and orientation of R&L technical staff as and
    when there is need.
  • Identify
    local and international opportunities for capacity building and recommend
    staff for trainings to the immediate supervisor.
  • Organize
    regular sector reviews and reflections with sector staff to discuss
    program quality, beneficiary satisfaction and maps way forward to improve
    sector deliverables and key indicators
Resource mobilization:
  • Provide
    relevant information and Contribute in the process of identification,
    assessment and design of new Livelihoods projects, including participation
    in developing grant proposals, log frames, monitoring and evaluation plans
    and budgets in collaboration with the program management unit.
  • Lead
    sector level research and provide sector information to donors and WV;
    regularly prepares concepts papers and markets them to the UN, SOs and
    other interested donors to increase response funding.
Quality Resilience and
Livelihoods Program implementation and sustainability:
  • Responsible
    for proper leadership of all projects in compliance with donors’
    requirements and regulations.
  • Facilitate
    the introduction of new, innovative practices, methodologies or concepts
    in
  • Ensure
    timely preparation of quality project progress reports, SITREPs and other
    information needs as required, for the support offices and donors.
  • Review,
    provide input and endorse livelihoods programs technical matters,
    including providing support to the process of procurement, supply and
    delivery of all equipment and materials, staffing, and all other necessary
    inputs to successful project outcomes, working with relevant WV
    departments.
  • Contribute
    the mainstreaming of cross-cutting issues in all WNRR Livelihoods
    programmes, in particular the integration of protection, child protection,
    disability and gender.
  • Pursue
    and develop meaningful and formal partnerships with Government, UN
    agencies, NGOs, research institutes and other community stakeholders that
    will compliment world vision WNRR work
Monitoring Evaluation and
learning:
  • Support
    keeping accurate and up-to-date records of all programme documents,
    resources, lessons and good practices, and facilitate their circulation
    and use within the WNRR and across the partnership.
  • Work
    closely with DM&E department to Design baselines ,program/project
    monitoring activities , reviews ,lessons learnt events and program evaluation
    exercises in line with various project documents
  • Offer
    technical support in the review of sector technical reports and donor
    reports before submission to the donors.
  • Seek
    opportunities for joint learning and capacity building with other local
    partners



Qualifications, Skills and Experience:
  • The
    ideal candidate for the World Vision Resilience and Livelihoods Program
    Manager job opportunity should hold a University degree in Agriculture,
    Food Security, Agro-forestry or related discipline.
  • Three
    years’ experience in managing livelihood program/project management,
    preferably in a senior position in international NGO
  • Preferred
    Master’s degree in International Development, Agriculture, Food Security
    or related discipline or additional credentials or certificates in
    specific sector-related topics such as rural agriculture, economics,
    climate change, resource planning and agriculture
  • Experience
    in coordination, working with other partners and stakeholders such as
    government, local traditional leaders
  • Capable
    of developing and maintaining positive internal and external relationships
    within the response.
  • Cross-cultural
    sensitivity, flexible worldview, emotional maturity and physical stamina.
  • Ability
    to maintain performance expectations in diverse cultural contexts,
    psychologically stressful environments and physical hardship conditions
    with limited resources
  • Ability
    to cope and deal with stress and work under stressful work conditions is a
    requirement
