Job Summary: The Project
Accountant will be providing financial aspects of the project portfolios, implementing
and monitoring of the financial aspects of assigned projects, managing
financial risks and opportunities, and providing appraisal and analysis of the
necessary financial aspects of proposals and reports for backdonors. The Project
Accountant will be responsible for managing the overall finance operations with
a focus on budget tracking, expenditure monitoring, reporting and cash flow
management.
Key Duties and Responsibilities:
  • Prepare monthly, quarterly, and annual
    field financial reports and submit to Project Manager KFW and Emergency
    Response Manager based in Arua
  • Monitor expenditure, forecast and report
    timely
  • Responsible for sustainable budgets
    management as per cash flow projection and in compliance with finance and
    procurement guidelines
  • Manage the project funds at the sub-office
    including processing payments via petty cash and submission of approved
    payment requests to the Finance and Operations Manager
  • Prepare and Update Cash flow statements
  • Ensure/Enforce compliance with different
    grants/donor financial accountability and reporting requirements
  • Ensure staffs comply with financial
    guidelines and approval levels
  • Review monthly financial tracking tool for
    each project to ensure budget control and management
  • Interface with HR and Logistics on various
    elements of financial systems and processes related to the project
    activities
  • Ensure that Oxfam financial management and
    controls in relation to the project are in place and being followed by the
    team
  • Keenly verify expenditures and payments to
    vendors based on approved procurement plans and processes, purchase
    requisitions and purchase orders
  • Responsible for usage, flow and filing of
    pre-numbered forms and documents during transactions
  • Keenly analyse advances to staff, offices,
    and other receivables by month of origin; and make timely adjustments in
    the Advance Registers as per the finance system’s generated listings and
    advance register in place
  • Support partner finance teams in
    preparation of project related budgets and reworking of budgets in keeping
    with changes in project plans
  • Ensure donor and Government compliance
    aspects are met in financial recording and reporting
  • Consolidates partner financial reports for
    use by the donor accountant in preparation of donor financial reports
  • Responsible for proper archiving of
    financial documents



Qualifications, Skills and Experience:  
  • The ideal candidate for the Oxfam Project
    Accountant job must have relevant academic qualifications in Accounting,
    financial management, commerce, economics or related field, (A degree in
    Finance, Business Administration or commerce) and professional
    certification in accounting would be an added advantage
  • Three years of relevant professional
    experience in an NGO setting
  • Significant knowledge and experience of
    all core financial management activities including accounts payable, cash
    management, budget development, Statutory requirements and standard
    accounts
  • Proficiency in numeracy skills and good
    computer skills(Excel Especially, Word)
  • Ability to prioritise work issues to meet
    deadlines with minimal supervision and adjust to constantly changing
    situations while maintaining focus on delivery and follow-through
  • Good analytical and conceptual thinking
    skills with proven proactive approach
  • Ability to lead and motivate others,
    strong self-awareness and flexibility
  • Ability to work creatively, effectively
    and under own initiative;
  • Keen attention to details and excellent
    personal communication skills in written and verbal English
