About GOAL DYNAMIC Programme:
DYNAMIC will reach 125,000 out-of-school
youth aged 15 – 24 living in peri-urban and rural areas within eight districts
of northern Uganda over five years. Through an innovative, market facilitation
approach, DYNAMIC will promote long-term efficiency in existing agricultural
systems.  Youth already engaged in on-farm activities will move from
subsistence to more productive and profitable farming. DYNAMIC will increase
the employability of Ugandan youth by facilitating access to demand driven
technical skills, knowledge and market information that directly respond to
business opportunities in the agricultural sector. In parallel, DYNAMIC will
link agribusinesses and microenterprises to market opportunities and diverse
stakeholders, and ensure they can utilize appropriate (formal and informal)
financial services. DYNAMIC’s design recognizes that youth are a diverse age
group requiring tailored interventions to fit their stage in life and
transition into the workforce. In particular, DYNAMIC will ensure that
participating youth, particularly young women, are engaging in appropriate,
safe, and productive economic opportunities. 
Job Summary: The Program
Support Officer (PSO), DYNAMIC will provide support to the DYNAMIC program both
at head office (Kampala) and at field level, and in particular, to act as a
direct liaison for the program with all GOAL departments and the SMT at Kampala
level as managed by the ACDP and the PD. This liaison function is particularly
important for ensuring the full integration of DYNAMIC into GOAL, given DYNAMIC’s
consortium structure and location principally in the northern region. The PSO will
report to both the ACDP and the DYNAMIC PD, who will work hand-in-hand in the
development and supervision of PSO work plans. The PSO will also work closely
with the DYNAMIC Deputy Program Director,Program Managers, the Administration
and Communication Coordinator (ACC, based in Lira), technical Advisors within
DYNAMIC’s Program Management Unit based in Lira and the GOAL Uganda Livelihoods
Advisor and Senior PSO based in Kampala. The PSO will be a focal point for
liaison across GU departments and with consortium counterparts on tasks that
support DYNAMIC program implementation, monitoring, evaluation, accountability
and learning.

Qualifications, Skills and Experience: 
  • The
    ideal candidate for the GOAL International Program Support Officer job
    opportunity should hold an u
    ndergraduate degree in related discipline, preferably with a specialization in community/international development, business, or social sciences
  • Excellent analytical, writing, editing and proofreading skills in English
  • Familiarity with program support with at least three-years’ experience in a related role
  • Experience working with partners such as Mastercard Foundation, Irish Aid, DFID, United Nations agencies, USAID, local governments and private sector businesses
  • Excellent IT skills, especially in Word, Excel, PowerPoint and Publisher or equivalent with ability to analyze data and interpret statistical information with accuracy
  • Strong interpersonal skills, ability to work in a team, and a commitment to capacity building
  • Highly-organised and dynamic professional
  • Knowledge and experience of a formal project management
  • Previous
    work experience with livelihood programs in Uganda
  • Experience
    of market-based development program
  • Broad
    knowledge and understanding of and experience with related programming and
    policy related to youth development, participation, gender, and child
    protection
