sector clients within the framework of the international Cooperation between
the Federal Republic of Germany and the Government of Uganda.
Job Summary: The Procurement
Officer is tasked with managing procurement of material, goods, services and
works for the GIZ Country Office, Programs/Projects according to GIZ rules and regulations
which will guarantee timely acquisition essential for project implementation
and operations. The jobholder will be tasked with contract management for the
different financing options as per GIZ guidelines. The incumbent will also be
tasked with the rffective coordination with colleagues of the Finance
Department.
Key Duties and Responsibilities:
Procurement and Contracts:
  • Ensure
    that the procurement and selection of Consultants guidelines of GIZ are
    observed and adhered to at all stages of the procurement process
  • The
    incumbent will manage issue, receipt and opening of bids, expression of interest
    and proposals from potential service providers, contractors and suppliers
  • Actively
    participate in the Evaluation exercises (expression of interest, Quotations,
    bids and proposals) and ensuring adherence to procedures and guidelines
  • Provide
    timely technical advice on procurement to project stakeholders
  • Preparation
    of Contracts, orders for review by the authorized signatories
  • Support
    contract management through monitoring orders of supplies, goods and works
    progress and delivery schedules and pointing out any shortcomings (in
    delivery, cost, quality and contract administration) to the line manager.
  • Manage
    the procurement and disposal unit archive by ensuring proper referencing
    and keeping up to date procurement files for each procurement /disposal
    carried out as per GIZ guidelines.
  • Keeps
    an up to date suppliers/consultants data base and conducts regular search
    for alternatives
  • Prepare
    procurement progress reports, procurement monthly and quarterly reports
  • Develop,
    prepare and update the procurement and Disposal plan for projects/programmes
    and monitor their implementation.
  • Update
    and maintain complete procurement files and records including all
    correspondence related to procurement activities and ensure that the records
    are safeguarded and properly kept for future reference
  • Organise
    pre-bid or Pre-proposal meetings and negotiation meetings.
  • Participate
    in the preparation of bidding documents , request for proposals,
    consultants’ shortlist and other documents based on relevant procedures
    for the procurement of goods, works and consultant services and facilitate
    the Post Procurement Reviews (PPR) exercise and follow up implementation
    of PPR recommendations
  • Report
    to the line manager or Director of Finance any noted fraud and corruption
    or governance issues with procurement staff, bidders and Consultants
  • Receives
    and checks delivered material for the Country Office and for the
    Programmes/Projects
  • Advises
    suppliers of defective goods delivered and arranges necessary follow-ups
  • Checks
    suppliers’ / consultants’ invoices, delivery notes and any other relevant
    documents verifies them/submits them for payment
Other Duties/Additional Tasks
  • Perform
    any other lawful duties as may be assigned by the line manager from time
    to time
  • Undertakes
    further job training related to his/her position and duties if required.



Qualifications, Skills and Experience: 
  • The GIZ Procurement Officer must hold an
    honours’ University degree in Procurement, Business Administration,
    Economics or other related courses
  • Possession of a post graduate
    qualification training /diploma in procurement and supply chain management
    or Procurement and logistics management will be an added advantage
  • A minimum of five years of professional
    working experience in a similar position
  • Excellent knowledge of procurement
    procedures and contract management
  • Excellent command of MS-Office
  • Good working knowledge of modern
    telecommunication systems (telephone, fax, e-mail, internet and its
    software)
  • Excellent English – spoken and written
    and Local Language skills
