Civil Aviation Authority (CAA)
is a corporate body responsible for the regulation of Civil Aviation in Uganda.
It manages Entebbe International Airport and 13 other aerodromes upcountry. CAA
carries out its work in conformity with International Civil Aviation
Organization (ICAO) Standards and Recommended Practices (SARPS).
Job Summary:  The Principal Public Affairs Officer will
support the Manager Public Affairs in positioning the organisation in the
national, regional and international economy.
Key Duties and Responsibilities:
Input into strategic planning,
budgeting and review process
  • Prepares Public Affairs input to the corporate
    strategy development, budgeting and review process
  • Develops and implements public affairs plans and programmes that meet and
    promote corporate image and brand visibility.
  • Assists the Manager to ensure that departmental
    reports are of high quality and are finalised in time.
Public Affairs Management
Process:
  • Responsible
    for compiling materials and editing for production of the Authority’s
    publications and production of other promotional materials such as:
    • Calendars
    • Diaries
    • Corporate documentaries
    • Brochures, flyers and the like
  • Disseminates information about CAA and the Aviation Industry as
    may be deemed appropriate
  • Participates in the organisation of Corporate
    Conferences and events.
  • Develops press, radio, and TV materials and
    programmes aimed at promoting the services and image of CAA locally, regionally and internationally.
  • Assists the Manager Public Affairs in
    developing and maintaining good relations with both the CAA clientele and
    the press.
  • Assists in carrying out protocol duties.
  • Implements actions deemed necessary to improve
    or preserve CAA’s good
    corporate image.
  • Deputises the Manager Public Affairs
  • Maintains close relations with media and other
    key stakeholders.
Information Management:
  • Develops and maintains a relevant and up to
    date video and photographic library of CAA activities.
  • Processes information for CAA website and
    manages the website information for CAA.
  • Participates in organising press conferences
    and issuing press releases.
  • Supervises routine monitoring and management of
    the corporate social media platforms including twitter, facebook, you-tube, etc
Customer Relations Management:
  • Participates in the preparation of speeches and
    corporate presentations for senior executives, Board and Ministers, among
    others for the Authority’s corporate events
  • Responds to customer queries and complaints in a timely and accurate manner and
    documents all complaints and queries for planning purposes.
  • Maintains an accurate and up to-date customer
    data base
  • Ensures close contact and interface with
    customers to ensure smooth
    relations.
  • Coordinates and implements the Authority’s
    Corporate Social Responsibility programmes.
  •  Participates in the planning and
    execution of all corporate events.
Others:  Perform any other duties as may be assigned by the Supervisor and/or
Management from time to time.



Qualifications, Skills and Experience:
  • The
    applicants for the Civil Aviation Authority (CAA) Principal Public Affairs
    Officer job opportunity should hold a Bachelor’s Degree in any of the
    following: i) Mass Communication, ii) Journalism, iii) Communication, iv)
    Public Relations.
  • A
    Master’s degree in either i) Mass Communication or ii) Journalism from a
    reputable University.
  • Possession
    of post graduate qualifications in media or public relations management
    will be an added advantage.
  • Seven
    years of relevant experience in a large commercial organisation with
    working knowledge of all the following:-
    • Media relations
    • Origination and supervision of corporate publications processes
    • Events management
    • Social media management
    • Interface with senior government officials
    • Interface with management and the Board
    • Interpretation of Corporate policies.
  • Working knowledge of various programmes such as
    MS Excel., Ms Power Point, Ms Publisher and Ms Word,
  • A high level of initiative and innovativeness,
  • Organisational awareness,
  • Community relations management skills,
  • A fair knowledge of internal group dynamics,
  • Stakeholder engagement skills,
  • Excellent understanding of the linkages between
    CAA and its affiliates.
  • Age: Between 30 to 50 years
