Key Duties and Responsibilities:
  • Capacity building for the project team and partners in monitoring,
    evaluation and data collection and documentation
  • Fosters integration of programme, M&E,
    learning and accountability activities.
  • Development and implementation of the project
    M&E framework in line with the Decide! End Child Marriage project
  • Regular collection and analysis of data from
    Plan and partners
  • Support reporting, learning and improvement of
    project implementation processes
  • Coordinating of key studies (baseline,
    evaluations, and any other research initiated by the project.
  • Facilitates the development of strong internal
    linkages within Plan International Uganda and partner staff and external
    linkages e.g. with media outlets in Uganda for effective communication and
    M&E of the project.
  • Coordination of reflection meetings and integration of action plans quarterly plans
  • Lead
    the process of developing a monitoring and evaluation frameworks for the
    project.  
  • Support Plan International implementing
    partners to streamline M&E systems for effective execution of M&E functions.  
  • Develop indicators, indicator reference sheets,
    and indicator table and data collection tools for the project.
  • Lead and manage documentation of the project
    data/information. 
  • Train and coach Plan and partner staff on use
    of the M&E framework,
    data collection and documentation tools.  
  • Offer technical assistance to project staff on
    participatory monitoring methodologies with children and communities. 
  • Ensure project compliance with evaluation
    standards, programme quality policy, and other Plan International’s global policies for Child Protection
    (CPP), Child Centred Community Development (CCCD) and Gender Equality and
    Inclusion (GEI) policy  
  • Record and analyse project monitoring data to
    support effective project reporting and decision making.  
  • Work closely with the Project coordinator to
    develop project progress reports. 
  • Take lead in documentation of project successes,
    best practices, most significant change (MSC) stories, case studies,
    lessons learnt and reflections from the project to enhance learning.  Compile and disseminate M&E
    information needed for periodic project planning. 
  • Support work and budget planning under the
    supervision of the project Coordinator
  • Support review of Project Outlines. 
  • Work closely with the Project Coordinator in sharing project
    information and progress to enhance project accountability to
    stakeholders.  
  • Regularly share programme updates between Plan
    International and partners 
  • Work closely with the Project Coordinator to
    profile project activities
    both in local and international media networks through, events, launches
    and campaigns.  
  • Collate the needed data/information to support
    development of cases to advance advocacy efforts for the project. 
  • Responsible for entry of project data into the central web-based database as well as
    monthly



Qualifications, Skills and Experience:
  • The
    applicant for the Plan International Monitoring & Evaluation
    Coordinator – Decide! End Child Marriage Project job opportunity must hold
    a Bachelor’s degree in Development Studies/ Social Sciences or its
    equivalent.
  • Relevant technical training in Monitoring,
    evaluation and research,
    software (MS office, data processing and analysis, database design etc.)
  • Three years’ experience in performing M&E
    functions of a project.
  • Knowledge of environment and current effective
    practice on monitoring & evaluation.
  • Good knowledge of how the media and journalists
    work in Uganda.
  • Good understanding of child rights and development.
  • Data collection, documentation and presentation
    skills
  • Skills in qualitative and quantitative data
    analysis
  • Facilitation skills
  • Skills in review of research and evaluation proposals and reports
  • Skills in post-training assessments, MSC story
    collection techniques, and writing
  • Experience in supporting partner organizations
    to conduct M&E activities.
  • Pro-active and highly committed to monitoring
    and sharing the project’s
    work
  • Communicates effectively (verbal, written and
    online).
  • Organized and able to multi-task and manage
    multiple priorities within short deadlines.
  • Organizing and maintaining information
    resources and publications.
  • Excellent interpersonal skills, including the
    ability to build relationships with colleagues in Plan International
    Uganda partner organizations as well as key external actors; hence a team
    player.
  • Good working knowledge of local languages
    spoken in Uganda.
