an International Humanitarian NGO which has been in existence for over thirty
years. ACF has been implementing Food Security and Livelihoods, Nutrition,
Water, Sanitation and Hygiene programs in the Lango, Acholi, West Nile and
Karamoja regions of Northern Uganda.
Job Summary: The Monitoring
and Evaluation Officer will support data gathering, collation and reporting
activities to ensure the quality and accountability of the programs implemented
by Action Against Hunger in Yumbe and Other Parts of region in Northern Uganda.
Under the Technical Direction of the Monitoring Evaluation Accountability and
Learning Coordinator (MEAL)and in collaboration with the Project Managers, the
M&E Officer will develop and implement clear and practical M&E plans
for the program by ensuring that program indicators, monitoring formats,
databases, data analysis, and reporting are maintained and harmonized. He/she
will also track progress of key indicators and provide timely report.
Key Duties and Responsibilities:
Project Monitoring, Evaluation
and Learning:
  • Assist MEAL Coordinator and PMs to develop data
    collection tools and procedures basing on project indicators.
  • Provide support in tracking program/Project progress and activities performed in line
    with agreed work plans.
  • Provide
    support in the development of monthly costs, budgets, purchase
    requisition and provision of needed incentives in surveys, monitoring,
    evaluation and learning activities.
  • Provide training to project partners and communities on
    participatory monitoring, evaluation and reporting.
  • Enter and analyses reports/ data of projects in
    a timely fashion
  • Support the MEAL Coordinator to undertake
    project review sessions, while documenting lessons learnt.
  • Facilitate/Participate
    in Project hand over and Exit surveys
  • Support and lead on collection of base line
    survey data, situational analysis and contextual analysis of ACF projects
  • Assist in training of Partners on Monitoring
    and Evaluation
  • Assist in documenting life stories, lessons learnt and evidence of success in
    program implementation.
  • Document and promote good practice from
    planning, implementation, monitoring and evaluation of activities.
  • Ensure proper and timely implementation of
    Action Against Hunger
    M&E guideline and minimum standards, activities, and reporting.
Strengthen Quality and
accountability Systems:
  • Provide
    support in the design and implementation of appropriate M& E systems.
  • Support the development of independent feedback
    mechanism for Action
    Against Hunger.
  • Prepare and submit regular program reports,
    visibility and behavioral change communication messages.
  • Ensure accuracy and validity of donor reports
  • Assist in follow up on the use of visibility
    items for projects. Objective 3:
Internal and External
Representation:
  • Actively
    participate in coordination meetings as delegated by Programme
    Manager
  • Explain Action Against Hunger Monitoring and
    evaluation process, reports and position with external stakeholders and
    participants where necessary.
  • Provide support to PMs and Project Coordinators
    with updated trends of project and indicative performance on a regular
    basis.



Qualifications, Skills and Experience:
  • The
    ideal candidate for the Action Against Hunger (ACF) Monitoring and
    Evaluation Officer job opportunity should hold a Bachelor’s Degree in
    Economics, international development, statistics, public health,
    demography or related subject,
    with previous experience working in humanitarian projects. A qualification
    in bio statistics, medical anthropology a plus.
  • Two
    to three years of M&E related work experience
  • Extensive knowledge of M&E concepts and
    international humanitarian quality standards
  • Previous experience with mobile data collection, Quantum Global information
    System (preferred)
  • Experience of data collection, collation,
    analysis, and report writing
  • Professional, motivated, open, creative,
    mature, responsible, flexible and, culturally sensitive
  • Strong organizational and analytical skills,
    and ability to work under pressure
  • Excellent
    team, budget and project management and representation competencies
  • Excellent verbal and written skills in English
  • Excellent computer skills, particularly with
    Microsoft Excel, spreadsheets, Sphere standard, SPSS, SPHINX, or other
    statistical packages
  • Willing and able to be based and travel
    regularly within remote areas, where services are limited.
  • Strong interpersonal and community norms
    understanding
  • Experience in community development
    programming, preferably in nutrition, food security, livelihoods or WASH
  • Experience with mobile data collection
    processes and platforms
  • Experience in statistical analysis with
    participatory fieldwork methodologies
  • Fluency in English (both written and spoken
    skills)
