hygiene education. Since 2008, The Water Trust has implemented more than 300
projects in Masindi and Kiryandongo, benefiting more than 120,000 people. The
Water Trust is expanding its programs and aims to be a leader in pioneering
innovative technological and behavioral change strategies to help foster
healthy communities.
Job Summary:  The Procurement and Logistics Officer will
play a key role in supporting the smooth implementation and safety of field activities
that produce meaningful, sustainable change for poor rural communities.
Qualified candidates will have experience in procurement management, asset and
stock management, vehicle coordination and maintenance, IT maintenance, and
facilities management. Ideal candidates will be proactive self-starters who
look to find ways to create value across finance and operations for a growing
NGO expanding access to clean water, sanitation, and hygiene. This is an

Key Duties and Responsibilities:
Procurement and Inventory:
  • Prepare
    annual, quarterly and monthly procurement plan with tracking sheet and
    monthly reports.
  • Coordinate
    purchase requests, orders, suppliers, and inventory, liaising with
    employees requesting items and finance and program teams as needed.
  • Conduct
    regular market research of goods and services and maintain supplier
    database with annual assessments of key supplier and contracts.
  • Maintain
    non-fixed assets  with an inventory
    and monthly reports, and fixed assets with an asset register, appropriate
    insurance, and monthly reports.
Vehicle Management:
  • Coordinate
    vehicle movement plans and driver support for effective and efficient
    operations and in response to program needs with monthly analysis of fuel
    efficiency and vehicle use.
  • Monitor
    vehicle and motorbike maintenance and ensure regular service and repairs
    are undertaken.
  • Maintain
    files relating to all aspects of vehicle maintenance and management.
    Oversee Kiryandongo office staff to maintain vehicles and motorbikes in
    Kiryandongo office.
Facilities and Information
Technology:
  • Ensure
    that office premises, equipment and furniture are secured and well
    maintained, including access to power, generator and water and garbage
    management. Support Kiryandongo Office to ensure these services are in
    place.
  • Ensure
    that office rental payments and utility bills are prepared, paid and
    documented in a timely manner and according to contract agreements.
  • Ensure
    that all IT equipment and services are in good working condition at all
    times.
  • Organize
    internal and external meetings, workshops, and social events, including
    booking venues, hotel accommodations, travel arrangements, catering arrangements,
    and ensuring necessary equipment and supplies are in place.
  • Coordinate
    staff and visitors official travel arrangements as needed.
Management:
  • Develop
    the skills of the operations teams to effectively support The Water
    Trust’s programs and staff.
  • Manage
    direct line reports, including setting annual objectives, having regular
    one to one meetings and appraising line reports. In consultation with
    Finance and Operations Manager, develop and implement individual staff
    development plan for direct reports.
  • Support
    senior management to develop, review and fully implement up-to-date TWT
    administrative systems and procedures which comply with The Water Trust
    policies and national law and regulations.
  • Manage
    Masindi external contractors in operations (e.g., contracted guards).



Qualifications, Skills and Experience: 
  • The
    applicant should preferably hold a Bachelor’s degree in procurement and
    logistics management with at least three years of field experience,
    preferably with an NGO.
  • Certificate
    in logistics and transport management (CLTM or CIPS with a minimum level
    4).
  • Extensive
    knowledge of supply chain management.
  • Ability
    to communicate with vendors and employees.
  • Ability
    to coordinate various parties to complete a transaction.
  • Ability
    to maintain composure and respectful communication in high-pace
    environment.
  • Proactively
    identifies issues and proposes solutions.
  • Excellent
    interpersonal skills.
  • Strong
    written and oral communication skills.
  • Comfortable
    and capable adapting work and priorities to respond to changing situations
    in order to advance organizational goals and objectives.
  • Strong
    computer skills, notably in Microsoft Word and Excel.
  • Able
    to both work independently with minimum supervision and as part of a
    larger team.
  • Good
    spoken and written English.
  • Possess
    a valid riding permit and knowledge of road rules.
  • Knowledge
    of the Masindi and Kiryandongo operational context .
  • Experience
    in supporting logistics and procurement for community initiatives.
