Job Title:    Expert Infrastructure
Organisation: Office of the Prime Minister (OPM) 
Duty Station: Kampala, Uganda
Reports to: Team Leader Infrastructure
About US:
The Office of the Prime Minister performs the following functions:
  • Lead Government Business in Parliament
  • Coordinate the Monitoring and Evaluation
    of the implementation of Government Policies and Programmes.
  • Coordinate the implementation of
    Government Policies ,Programmes and Projects including JAF Indicators and
    actions and PIRT decision through National Institutional coordination
    Framework.
  • Undertake Coordination of the
    implementation of the National Development Plan (NDP)
  • Coordinate and provide public relations to
    ensure good Government image, effective coverage of national events,
    communication of policies/practices and defining the ideal National
    Character and Values for Development
  • Coordinate development of capacities for
    prevention, preparedness, and response to natural and human induced
    Disasters and Refugees.
  • Coordinate and monitor the implementation
    of Special Government Policies and programmes for Northern Uganda,
    Luwero-Rwenzori, Karamoja, Bunyoro and Teso Affairs.
     
Key Duties and Responsibilities:
  • Provides technical expertise for the
    effective operations of the thematic area; (Infrastructure).
  • Designs and builds a daily, weekly,
    monthly, quarterly, half yearly and annual databases and information
    systems to support delivery planning and decision making to resolve
    implementation bottlenecks for improved service delivery.
  • Maintains databases on performance
    measures of key priorities to enable regular reporting on performance and
    budget targets for Permanent Secretaries, Ministers, the Prime Minister
    and the President.
  • Conducts surveys to gather real time data
    on agency performance for improved performance measurement, quality
    improvement and strategic planning processes
  • Develops and uses geographical information
    system (GIS) capability, which facilitates geographic analyses and maps
    for such areas as parishes, sub counties, constituencies, districts, sub
    regions, regions, city, city divisions, municipalities, service catchment
    areas and school districts.
  • Develops and submits regular reports on
    key outcomes for selected priorities
  • Designs and builds analytic research
    databases for selected government programmes.
  • Coordinates and supervises the Principal
    Officers under the Research and Data Analysis thematic area of the
    delivery unit.
  • Any other duties as assigned by the
    supervisor.



Qualifications, Skills and
Experience:  
  • The applicant must hold a Master’s Degree
    in Engineering or Geology
  • Honors Degrees in any of the above fields
  • A minimum of six (6) years of relevant
    working experience three years of which should have been at Senior Level
    in Public or Reputable Private Organization.
