programmes in very difficult places. Mercy Corps has been operating in Uganda
since 2006. It has and continues to implement programs in Acholi and Karamoja
sub regions. Mercy Corps is taking a community-led, market driven approach to
address poverty and food insecurity needs through interventions that get to the
root causes and contributing factors of economic vulnerability. Donors include
the United States Agency for International Development (USAID), DFID,
Mastercard Foundation, WALMART Foundation, Coca Cola Africa Foundation, US
Depart of State (DOS) /PEPFAR, ECHO and Nike Foundation.
About BRACED Program:
BRACED is being implemented in the Karamoja Region of Uganda, as well as
Wajir County Kenya. The BRACED Mercy Corps programme is designed around three
integrated thematic focus areas – Lands/NRM, Market Systems Development and
Governance. Mercy Corps recently received an 18-month extension operating from
January 2018-June 2019.
Job Summary: The Project
Manager will work directly with the BRACED Program Manager and other Project
Manager to ensure activities are implemented on time, on scope and on budget.
Key Duties and Responsibilities:
General Management:
  • Provide administrative support in drafting
    and editing supporting materials (CN, PRs, contracts) to ensure activities
    are implemented on time and within Mercy Corps’ systems
  • Keenly track CN, PRs, contracts to ensure
    timely completion and payment
  • Build a strong relationship with Finance
    and Operations team to create environment that is supportive and
    effective.
  • Connect activities to advocacy work
    conducted by Governance team
  • Ensure M&E learning including tracking
    and monitoring of key activities is achieved
  • Ensure 18-month workplan is achieved on
    time and on budget
  • Continue to monitor BRACED’s previous
    activities, addressing any challenges that have arisen through capital
    grants
  • Other assigned duties as outlined by
    Program Manager and Program Director
Financial Management:
  • Draft monthly and quarterly workplans with
    associated cash projections and procurement plans
  • Record spending and cross check monthly to
    BVAs
Lands:
  • Participate in coordination of capacities,
    organize strategic workshops and consultations, resource pooling for
    purposes of building and maintaining partnerships particularly on gender
    and land rights activities.
  • Identify, in collaboration with the land
    partner, pilot opportunities for community land protection plan
    implementation and manage pilot projects and monitor for possibility of
    scale up.
  • Develop and support the campaigns and
    advocacy work of the women’s initiatives on land through coordination and
    facilitation with partners.
  • Coordinate with counterpart agencies and
    organizations involved in land communal land protection for information
    exchange, learning and optimizing efforts and resources.
  • Work closely with the Ministry of Lands
    Housing and Urban Development (MLHUD) to provide trainings and other
    related support for the formal land management structures
  • Work with the district land offices in
    Karamoja to train and support the work of informal land administrative
    structures
Governance:
  • Manage BRACED’s sixty Resilience
    Adaptation Committee (RAC) monitoring and associated activities
    (trainings, RAC Grants, etc.)
  • Mentor and train RAC and build capacity to
    ensure sustainability
  • Monitor and distribute additional RAC
    Grants
  • Ensure Senior Governance Officer is
    attending key workshops and meetings, increasing awareness of BRACED
    activities
  • Ensure Senior Governance Officer is responsible
    for managing M&E and Learning team
  • Assist the M&E Officers and Learning
    Officers to help implement BRACED learning agenda
  • Ensure M&E team maintains up to date
    database.
  • Lead in development of monthly, quarterly
    and annual reports, with input from Project Manager, Program Manager and
    Program Director
  • Responsible for PM@MC folders
Coordination and Representation:
  • Represent Mercy Corps at government,
    donor, NGO and other relevant events in the field, in close coordination
    with the Programme Director.
  • Attend key events, committee meetings,
    fora, seminars, etc. as they relate to resilience.



Qualifications, Skills and Experience: 
  • The
    ideal candidate for the Mercy Corps Project Manager job placement should hold a Bachelor’s
    degree in Development, Social Sciences, Law and Humanities
  • Six years of technical and practical work
    experience in governance, community development and/or land rights
  • Extensive knowledge of various Communal
    land protection, land tenure security, rangeland management and collaborative
    land management and administration.
  • Experience and proven track record in
    rural development and participatory methods (including participatory
    integrated development plans)
  • Previous experience working with pastoral
    societies, including dealing with gender issues and complex social
    decision-making structures / conflicts.
  • Knowledge of institutional and/or
    administrative aspects relevant to the land in Karamoja.
  • Experience in organizational analysis and
    partner/project executing agency assessment.
  • Experience in conflict sensitive programme
    design and monitoring.
  • Ability to effectively land rights
    information to diverse audiences through a variety of media
