on the Greater North of Uganda. The focus is in response to the findings of the
Joint country analysis Strategy (JCAS) which highlights the income inequity and
non-income poverty especially particular to the marginalized North. Four key
program areas work in synergy to specifically target poverty and social
exclusion in the North: Rights in Crisis, Economic Rights, Pastoralist Rights
and Social Rights. We implement these four program areas by working with local
NGO partners and civil society organizations. Three of the 17 Oxfam affiliates
contribute to increase our impact on development in the framework of one joint
strategy under one management structure.
Job Summary: The Program
Quality and Learning Coordinator will be providing leadership on program
quality, ensuring program learning and development, providing support to
partner organizations and team management.
Key Duties and Responsibilities:
  • Work
    closely with the Head of Program and provide leadership, guidance and
    support to program learning and quality in Uganda. The PQ & L
    Coordinator leads in the roll out of Oxfam’s program quality frameworks
    such as CAMSA.
  • Work
    with the Thematic Managers and Cross-Cutting Program Leads, ensure
    quality, coherence and impact of the Uganda program through monitoring and
    evaluation (plays an advisory and oversight role) of the impact of the
    various components of the program. Critically analyse program strategies
    and approaches and facilitate appropriate changes to ensure program
    outcomes are sustainable Support program teams make complex technical
    information accessible and usable by non-specialist within/out the defined
    program area
  • Support
    teams in improving what we do and how we achieve our outcome, and impacts
  • Maintain
    linkages with regional and global program development, quality and
    monitoring initiatives
  • Support
    development of program strategy that demonstrates wider impact for the
    benefit of the program target group Contribute to the development and
    implementation Of country strategy and, develop and coordinate operational
    plans to achieve the strategy including participation in V2020 processes.
  • Work
    closely with the program leadership to ensure that programs are well
    integrated – using a One-Program Approach as the ideal model
  • Ensure
    practical program work plans are drawn up and monitored effectively
  • Work
    with program staff, to develop their understanding of the underlying
    conceptual thinking of developing program plans and activities within the
    Rights-Based and One Program approach Work with staff to embed the
    understanding that program quality is based on achieving real impact and
    sustainable change outcomes, not just on adhering to procedures and
    standards Manage capturing, documentation and communication of innovation
    and best practices within/out country program and share this across
    programs, staff and partners
  • Under
    the steer of the Country Director, work with the Program team and other
    relevant colleagues to draft Oxfam Annual plans and reports in line with
    Oxfam standards and reporting cycle.
  • Support
    partner monitoring processes by contributing to qualitative and
    quantitative reporting standards and in close collaboration with relevant
    program managers
  • Support
    the embedment of participatory approaches, in partner organisations
  • Identify
    and manage capacity building needs of partners and set out a plan for this
    development, linking with Oxfam operations staff or the private sector as
    needed;
  • Develop,
    manage plans and coordinate implementation for monitoring and country
    learning reviews
  • Coordinate
    training of staff and partners on Oxfam program quality standards
    including CAMSA.
  • Manage,
    support and guide the program administrator



Qualifications, Skills and Experience: 
  • The
    ideal candidate must hold a Bachelor’s Degree in International Affairs/
    Public Policy/ Government with focus on conflict and security/
    humanitarian affairs/ governance/ risk management.
  • Advanced
    degree in related field would be an added advantage; strong knowledge and
    understanding of gender, poverty and development issues in Uganda;
  • Excellent
    knowledge of programme development and delivery approaches, tools,
    methodologies and best practices; strong operational management ability
    with a clear focus on results delivery; competent to work with significant
    levels of autonomy
  • showing
    creativity and initiative and ability to prioritise strategically; strong
    technical competence in research, teaming and monitoring and evaluation methods
    theory and practice;
  • Good
    critical grasp of latest sector thinking, codes, standards and practice;
  • Broad
    knowledge and understanding of a broad range of program quality issues and
    the practical issues faced by program managers in demonstrating impact;
  • Strong
    conceptual, analytical and critical thinking; ability to lead and motivate
    others
  • Strong
    self-awareness and interpersonal and communications skills
  • Strong
    influencing skills
  • Proven
    ability to contribute to teams
