Job Summary: The Monitoring
and Evaluation Officer – UPLIFT Project will provide technical guidance and
support to the project team on project monitoring and evaluation in line with
WV policies and standards; including maintaining systems to collect and analyze
information on activities, outputs, outcomes and impact of the UPLIFT Project.
Key Duties and Responsibilities:
  • Supports
    routine and periodic collection and analysis of UPLIFT Project data,
    providing both descriptive and inferential statistics that confirms status
    of Project activities, outputs and Outcomes based on log-frames and
    M&E frameworks as well as qualitative analysis. In addition,
    consolidates reports, or data at outcome and output level and shares with
    the Project Manager
  • Design
    and administer performance monitoring tools to track project indicators in
    line with the Project implementation plan. Provide technical support to
    the Project staff, beneficiaries and other stakeholders on Project
    performance monitoring and evaluation according to Project implementation
    plan, World Vision evaluation strategy and donor requirements. Routinely
    share performance reports (Monthly, Quarterly, Mid-Year and Annual
    Reports) to the Project Manager for effective decision making.
  • Performs
    periodic data quality assessments to ensure validity, integrity,
    precision, reliability and timeliness of all performance data; identify
    any deficiencies and suggest corrective actions; and assist the technical
    team members to maintain electronic and hard copy files:
  • Build
    the capacity of Project staff and other stakeholders in utilization of
    data collection tools for Project monitoring and evaluation, conducting
    other assessments such as Baselines and Evaluations, utilization of
    Project Databases etc. for the effective operation of the Projects
    Monitoring and Evaluation System.
  • Provides
    technical guidance and coordinates implementation of WV Partnership and WV
    Uganda strategic initiatives to improve quality of monitoring and
    evaluation and learning at Project Level
  • Coordinates
    documentation and sharing of success and impact stories during learning
    and reflection meetings
  • Develops/or
    administer knowledge management databases, principles, procedures and
    standards to institute effective knowledge management systems. This
    includes effective use of Indicator Tracking Tables, WVU Automated
    Databases, OVC and Savings Group Databases and the utilization of WV
    partnership knowledge management systems e.g. HORIZON
  • Design
    and implementation of Project assessments/evaluation, operation research
    or special studies to improve programming in line with Project
    implementation plan of WV Uganda and donor regulations including tracking
    and follow up of the effective implementation of Project Monitoring and
    Evaluation Recommendations.
     



Qualifications, Skills and Experience:
  • The
    ideal candidate for the World Vision Monitoring and Evaluation Officer – UPLIFT
    Project job opportunity should hold a University degree in Statistics,
    Quantitative Economics, Information Technology, Computing, Public Health,
    Demography, Biostatistics, or a related field is required. A master’s
    degree or Post-graduate diploma is an added advantage
  • At
    least five years of work experience managing data intensive programs in
    designing, monitoring, and evaluation methodologies is highly desirable.
  • Possess relevant field experience in development, monitoring and evaluation of community-based projects.
  • Previous
    experience with qualitative and quantitative M&E data collection and
    analysis methods, including tracking outcome indicators, is desirable.
  • Extensive
    knowledge of M&E issues with respect to service delivery and support
    related to Economic Development, Resilience & Livelihoods, and/or
    capacity development is desirable.
  • Previous
    experience in designing M&E methodologies and tools, and the ability
    to coach and train others in their use is desirable.
  • Demonstrated
    experience in analyzing, interpreting, and reporting on M&E results so
    that lessons can be learned and incorporated into programming is
    desirable.
  • Good
    report writing, research, monitoring and evaluation.
