About Us:
The Uganda Youth Network
(UYONET) is a regional focused leading umbrella Youth CSO Network that works to
mainstream young peoples’ engagement in development and governance processes in
East Africa and beyond. UYONET was started in 2002 to respond to the increasing
demand for a collective platform for research, training and policy advocacy for
young people by young people. With a membership of 31 district networks
constituted by over 147 youth organizations, UYONET has continued to be the
apex of youth programming and designing appropriate interventions that respond
to the needs of the youth across the region.
Job Summary: The Head of
Programs will manage all our program operations, ensure consistent high
standards in our programmes and lead planning and delivering of our donor
commitments. He/she will be a committed and talented individual who will be a
core member of our Senior Management team, will proactively engage in
supporting leadership of the organisation, deputise for the Executive Director
and occasionally act on her behalf.
Key Duties and Responsibilities:
Performance Oversight to management
team 35%
  • Direct
    performance management of the Programmes Managers, Monitoring and Learning
    Manager, and communications and advocacy Manager.
  • Sign
    off and oversight on strategies and plans for their respective Units.
  • Leading
    annual planning and regular monitoring of delivery for the organisation
  • Coordinating
    across all units to ensure organisational effectiveness.
  • Review
    programme performance across all units, producing regular reports on
    programs for Management committee and Board.
Donor and Grant management
30%:
  • Working
    through Programme Managers and downstream partners, ensure that all
    programmes are implemented to the highest quality, in an effective and
    efficient manner.
  • Be
    accountable for the implementation of programmes, through UYONET partners
    and members, against schedules and budgets agreed with donors.
  • Budget
    oversight – support to internal programmes teams and downstream partners
    in tracking and reporting on income and expenditure against budgets.
  • Ensure
    all donor reports are accurate, specific, well-communicated and submitted
    within deadlines both for internal programme teams and downstream
    partners.
  • Act
    as a focal person for communication with the already existing donors on
    matters related to programs and M&E.
  • Ensure
    internal communications systems are in place to include informal and
    formal communications, meetings and updates, annual schedule, unit and
    staff meetings, quarterly staff workshops, etc.
  • Ensure
    organisational effectiveness in management of grants through direct line
    management of key management staff and coordination of the organisational
    calendar
Strategic Direction 25%:
  • Lead
    strategic and organisational planning in line with the10-year National
    Strategy, partner objectives, national development priorities and the
    UYONET Strategic Framework.
  • Contribute
    to the achievement of the four strategic objectives in the UYONET
    strategic Plan
  • Contribute
    to leadership of the monthly Management Committee, consisting of Managers
    and ensure monthly staff meetings are happening and achieving their
    objectives
  • Support
    the Executive Director and Management Committee in the governance,
    oversight and direction of non-programmatic units
  • Support
    the Executive Director to develop and engage the Management Committee in
    the strategic growth and business expansion of UYONET
  • Values-based
    Leadership:
  • Serve
    as a role model at all times, personally embodying UYONET’s mission and
    values for all staff, volunteers, and external audiences.
  • Create
    and maintain a values-based ethic across UYONET to ensure that the
    UYONET’s values, codes of conduct, policies and standards are understood
    clearly by all and adhered to in practice.
Fundraising & Partnerships
10%
Working closely with the
Executive Director, Fundraising and partnerships manager and the Management
Committee to:
  • Develop
    and manage identified donor relationships and represent UYONET at public
    events
  • Contribute
    to development of proposals, reports, media and PR materials to secure new
    funds and greater visibility for UYONET
  • Support
    the development of strategic relationships between UYONET and key
    development partners, including the government of Uganda, the UN, other
    NGOs, and the private sector
Other:  Other duties as required, sometimes requiring working on weekends and
holidays for which time off can be taken.



Qualifications, Skills and Experience: 
  • The
    applicant must hold a graduate-level Degree in relevant field of study, or
    equivalent work experience
  • Proven
    leader, with at least five years management experience in programme,
    management.
  • At
    least five years of experience in the development sector, NGO experience
    preferred
  • Experience
    in programme management, strategic leadership, fundraising, monitoring and
    evaluation and/or capacity building
  • Excellent
    IT, interpersonal, written and verbal communication skills
  • Previous
    experience of working with young people highly preferred
  • The
    successful candidate will possess strategic astuteness, be results
    oriented, have demonstrated analytical skills, be forward thinking and be
    able to supervise and support programmes to maximize impact.
  • Fluent
    written and spoken English.
