Uganda National Teachers’ Union
(UNATU) exists to promote and protect the social, intellectual, economic and
professional interests of its members/teachers as a per-requisite to enhancing
the status of teaching profession.
Job Summary: The General
Secretary will primarily ensure that the common interests of the Union’s
members are effectively represented within the different Education circles both
within and outside Uganda. The General Secretary is tasked with proposing
initiatives and implementing the decisions taken by the National Executive
Council and the Delegates conferences. The General Secretary is the Chief
Executive and Accounting Officer of the Union.
Key Duties and Responsibilities:
  • Act
    as the Chief spokesperson of the union, providing relevant information of individuals
    and groups as appropriate, ensuring that good standards are maintained in
    all communication with the public and Union members and other
    stakeholders;
  • Ensure
    that Union members and stakeholders are kept informed of the Union’s
    activities and all current affairs likely to concern them;
  • Supervise
    the Secretariat staff and ensure that best practice in human resource
    management is implemented particularly in relation to policies and
    procedures;
  • Manage
    the operation of membership services and when specified and approved by
    the National Executive Council;
  • Develop
    and implement effective systems of administration, finance and information
    record keeping;
  • Ensure
    that the Union’s accounts are correctly managed as guided by the Union’s
    constitution and existing financial policies and regulations;
  • Ensure
    a smooth link and coordination between the UNATU National structure and
    its Regional and Branch Structures;
  • Work
    closely with other sister unions and ensure close collaboration with the
    Union’s multi stakeholder partnerships;
  • Propose
    new policy directions designed to allow UNATU defend the common interests
    of her members and maximize opportunities with regards to the Union’s
    mandate;
  • Organize
    the meetings of the National Executive Council and Delegates’ Conference;
  • Perform
    any other duties that may be assigned to him/her by NEC from time to time.



Qualifications, Skills and Experience: 
  • The
    applicant must hold a Master’s degree in Education Management from a
    recognized institution
  • A
    course in Administrative Law from a recognized Institution is an added
    advantage.
  • At
    least ten years’ working experience in the Education Sector, five of which
    should have been served at the level of Head of a primary or post primary
    education institution.
  • Must
    have been registered as a teacher, appointed and confirmed in the teaching
    service of the Republic of Uganda, and should have taught for at least 10
    consecutive years.
  • Must
    have proof of UNATU membership for at least 5 years.
  • Must
    have served in UNATU leadership structure and should have demonstrated
    high level of honesty and trust worthiness during his/her term of office.
  • Must
    demonstrate ability to work with multi¬stakeholder partners.
  • Must
    demonstrate possession of the labour related knowledge, skills and
    administration skills.
  • Must
    demonstrate his/her understanding of both National and International
    Educational Development issues.
  • Must
    have the readiness to work zealously with minimum supervision, as well as
    decision making skills and abilities.
  • Computer
    literacy skills
  • Proven
    experience in working with issues of Advocacy, Gender and Human Rights.
