Depart of State (DOS) /PEPFAR, ECHO and Nike Foundation.
Job Summary: The Gender
and Youth Team Lead will be responsible for overseeing the implementation of a
cross-sectoral gender and Youth integration strategy aimed at ensuring that
program activities result in equitable outcomes for male and female
beneficiaries of different age groups, socio-economic backgrounds and abilities
across target communities. S/he will have overall responsibility for building
team capacity to integrate a gender perspective into program activities; work
closely with sector team leads and a team of 3 gender and Youth officers to
ensure the effective and timely execution of gender and age–related and women
and girl-focused activities; support the M&EL team to include a gender and
youth perspective in research, mid-term and endline evaluations and to
mainstream sex and age disaggregated and gender sensitive indicators into the
overall M&EL framework.
Key Duties and Responsibilities:
Program:
  • Provide
    leadership and daily oversight for planning and implementation of Apolou’s
    gender and youth integration strategy and suggest ways to improve on same.
  • Lead
    sectorally-focused gender and youth integration and refresher trainings
    for all team members, consortium and partner organization staff.
  • Support
    all assessment activities to ensure that team members apply a gender
    analysis and youth perspective in the collection, analysis, use and
    reporting of data.
  • Coordinate
    gender and youth activities with team and sector leads during regular
    planning and coordination sessions.
  • Identify
    the need for and supervise the implementation of activities designed to
    promote greater access, inclusion and empowerment for traditionally
    excluded groups (Karamajong traders, adult women, young males, adolescent
    girls, the elderly and people living with disabilities) in sector work,
    including development, maternal and child health, WASH and governance.
  • Manage
    a team of three gender and youth officers based in Kotido, Kaabong and
    Amudat and build their capacity to engage in high quality gender
    integration work with teams and communities.
  • Formulate
    quarterly work plans and ensure that gender and youth integration
    activities are implemented on time, on budget and on scope.
  • Make
    quarterly budget projections, oversee procurement processes, review budget
    versus actuals and realign as necessary to support Apolou’s gender and
    youth integration work.
  • Provide
    substantive input into the design and implementation of Apolou’s gender
    and youth behaviour change communication strategy, GBV, youth and
    adolescent work.
  • Support
    team to identify and address barriers to recruiting and retaining female
    staff and to maintaining a gender-friendly work environment.
Monitoring and Evaluation:
  • Provide
    ongoing mentorship to team leads on data collection processes for
    completeness, accuracy and timely submission.
  • Work
    in liaison with the project team leads and the M&EL team to ensure Apolou
    meets Mercy Corps’ Gender Minimum Standards, and that SADD and gender
    –sensitive data is regularly analysed and used to inform program
    decisions.
  • Conduct
    regular field visits to ensure that program activities are gender
    sensitive and aligned with the gender strategy.
  • Support
    and mentor community partners on data collection and use.
External Representation and
Coordination:
  • Support
    and help coordinate visits from district and sub-county government,
    regional and HQ based staff and external visitors, such as donors and
    media, in collaboration with the Gender Advisor and sector teams.
  • Assist
    the Gender Advisor in coordination of field activities with other NGO and
    local government partners to avoid duplication of services and support an
    enabling environment for social change.
  • Build
    and maintain a productive working relationship with the local Government
    and Sub-Counties, and in particular with District CDOs and youth
    representatives, to ensure strong collaboration and the development of
    complementary joint monitoring, evaluation and adaptive management
    structures where possible.



Qualifications, Skills and Experience: 
  • The
    ideal candidate for the Mercy Corps Gender and Youth Team Lead career
    opportunity should hold a Bachelor’s degree in international development,
    women’s studies, gender or a comparable area of study
  • Five
    years of experience in youth, gender and development work, with a minimum
    of three years in field postings
  • Substantial
    professional background and experience in conducting gender training, gender
    mainstreaming, GBV prevention and response and youth focused work
  • Previous
    experience working in Northern Uganda a must
  • Karamoja
    language skills strongly preferred
  • Experience
    working in large scale, complex programs and challenging environments
  • Proficiency
    with Microsoft Office
