implementing WASH, Health, Education, Livelihoods, Community service &
development and Protection programs in the region for a period of more than 20
years.
About UNHCR Project:
HIJRA with funding from the UNHCR in Uganda is implementing a
multi-sectoral Program for refugees in Oruchinga settlement (Isingiro
district), Nakivale settlement (Isingiro district) and Nyakabande Transit
Center (Kisoro district).
Job Summary: The Community
Services Manager will work closely with the Reception Manager and Protection
Manager in applying and promoting a community development approach at the
Nakivale settlement camp.
Key Duties and Responsibilities:
 Assist all HIJRA units and
partners in applying and promoting a community development approach in their
work by:
  • Carrying out regular participatory
    assessments as part of multifunctional teams using a gender and age
    perspective to fully understand the refugee population, their protection
    concerns and priorities, and the resources available to achieve
    self-management;
  • Working actively with the refugee
    community in defining and seeking solutions to their problems, including
    those of individuals and groups with specific needs, during all phases of
    programming, with specific measures to involve women and children;
  • Liaising with, supporting and monitoring
    partners in the implementation of activities for persons with specific
    needs.
  • Identifying training needs among staff and
    partners from different functional units and sectoral teams on the
    community development approach, situation analysis and gender and age
    mainstreaming;
  • Tasked with promoting outreach programs in
    the refugee camps to strengthen the liaison and the relations with the
    refugee community.
Support and monitor the Individual Cases Management System in the camps
by:
  • Supporting the case management Officer to
    ensure that protection needs and risks faced by girls, boys, women and men
    – including older refugees, people living with disabilities and other
    individuals and groups with specific needs – are identified and addressed
    in a timely and effective manner in all sectoral activities and budgets
  • Supporting provision of individual
    counseling to refugees needing such assistance as well as ensure that
    UNHCR has a sustained presence in communities within refugee camps through
    field missions;
  • Supporting provision of inputs to the
    development and monitoring (including reviewing statistics and reports) of
    programs and budgets
  • Supporting provision of inputs to the
    development of protection strategies and activities; and Initiating,
    together with implementing and operational partners and the refugees and
    local communities, specific activities to address the social, psychological,
    cultural, health, organizational and livelihood concerns of refugee
    communities, and supporting community initiatives in these areas
Additional Responsibilities:
  • Mentor and supervise Community Officer and
    Community Assistants
  • Identify Sector Priorities and contribute
    to the general organization plans and Budgets inputs
  • Guide and take lead on Community AGD
    assessments , profiling, needs and resources
  • Guide prompt identification and support to
    the most vulnerable
  • Develop and strengthen community management
    structures including mechanisms to ensure participation of all groups in
    decision making
  • Guide Community Participation strategies
    to encourage community self help
  • Establish Communication links with POCs,
    partners and all stakeholders
  • Build capacity of the team and community
    in identifying training and other needs and helping to organize practical
    hands on training in community work
  • Coordinate with the Protection,
    coordination team and other partners to implement key activities
  • Guide and Provide timely sector report
    inputs
Key Result Areas:
  • Participatory and community-based
    structures and systems are in place to foster the on-going participation
    of persons of concern to inform protection responses and solutions
    throughout the operations management cycle.
  • Evolving, Age, Gender and Diversity (AGD)
    sensitive analysis of community risks and capacities provides the
    essential basis for all of HIJRA’s work.
  • The country operation has systems in place
    to promote and undertake community-based protection activities which
    address the social, cultural, and livelihood needs of populations of
    concern.
  • Situation and statistics of different
    target groups i.e. children, adolescents, youth, persons with special
    needs, persons with disabilities, elderly persons, women and girls are
    well captured and necessary interventions are undertaken.
  • Individual case management system is
    strengthened and appropriate follow-ups are done by IPs according to needs
    identified based on the outcomes of comprehensive vulnerability assessment
    conducted.
  • Monthly reports and updated annual plan.



Qualifications, Skills and Experience:
  • The ideal candidate for the HIJRA Community
    Services Manager job placement should hold a Bachelor’s Degree in
    Development studies, Social Sciences, Human Rights, Refugee Law or related
    discipline
  • Four years of field experience and
    practical working experience in related areas such as child protection,
    gender, GBV, and community participation
  • Previous experience in working with
    refugee populations
  • Experience working overseas in a
    humanitarian context
  • Accountability: mature and responsible;
    ability to operate in compliance with organizational rules and regulations
  • Commitment to continuous learning:
    initiative and willingness to learn new skills and stay abreast of new developments
    in area of expertise; ability to adapt to changes in work environment
  • Planning and organizing: effective
    organizational and problem-solving skills and ability to manage a large
    volume of work in an efficient and timely manner; ability to establish
    priorities and to plan, coordinate and monitor (own) work; ability to work
    under pressure, with conflicting deadlines, and to handle multiple
    concurrent projects/activities;
  • Teamwork and respect for diversity:
    ability to operate effectively across organizational boundaries; ability
    to establish and maintain effective partnerships and harmonious working
    relations in a multi-cultural, multi-ethnic environment with sensitivity
    and respect for diversity and gender;
  • Communication: proven interpersonal
    skills; good spoken and written communication skills, including ability to
    prepare clear and concise reports; ability to conduct presentations,
    articulate options and positions concisely; ability to make and defend
    recommendations;
