About USAID Defeat TB project:
University Research Co., LLC (URC) is implementing the USAID’s Defeat
TB project. Aligned with Objective #3 in USAID’s Country Development
Cooperation Strategy and in support of the Government of Uganda’s TB Program,
this five-year, USAID funded project’s goal is to increase TB case
notification, case detection, and treatment outcomes through health system
strengthening.  The Defeat TB project goal is to increase TB case
notification, case detection, and treatment outcomes through health system
strengthening with the aim of ending the TB epidemic in Uganda.
Job Summary: The TB Case
Finding Officer (TB CFO) is recruited by USAID Defeat TB on secondment to work
with the National TB Leprosy Programme (NTLP). S/he will work closely with the
NTLP technical team to intensify processes that will lead to the identification
of missing TB cases within communities and at the health facilities across
Uganda. The TB Case Finding Officer will work with NTLP and the city and
district health authorities to provide direct technical support to districts of
Kampala, Wakiso and Mukono as well as the regional referral hospitals/MDR sites
in: Masaka, Arua, Soroti, Fort Portal, Mubende, Moroto and Matany so as to
enhance screening, referrals and laboratory diagnosis. S/he will provide
technical support to regional IPs in other hospitals and MDR sites to improve
the detection of prevalent TB. The TB CFO will also intensify contact
investigation and referrals for such individuals detected with TB. The
activities of the TB Case Finding Officer will be conducted in line with the
National TB strategic plan with a QI based approach being the main method of
training and mentoring supervisors in at all levels of engagement. The TB CFO
will contribute to CLA agenda of the Defeat TB project being at the forefront
of identifying ICF strategies that will detect patients with TB. The TB Case
Finding Officer will report to the Deputy Chief of Party USAID Defeat TB.
Key Duties and Responsibilities:
  • The jobholder will work with technical
    staff at the NTLP to determine differential models of ICF suited for
    rural, peri-urban or urban settings across Uganda.
  • Will be a key participant in the ICF task
    force ensuring that the meetings take place and action points are acted
    upon
  • Will act as liaison supporting NTLP to
    respond appropriately to the GF agenda for intensified case finding.
  • Will work with the epidemiologist and data
    manager to ensure that all approaches to the detection of missing cases of
    TB are intensified and differentially applied as appropriate
  • Ensure that vulnerable populations across
    Uganda are recognized and targeted with active case finding models for the
    detection of TB.
  • To work with IPs, regional and district
    based TB Leprosy supervisors to strengthen contact tracing activities for
    children and adults at health facilities and communities
  • Promote the improvement of TB sputum
    sample referral network
  • Work closely with the PPM, Coordinator
    officer to enhance the update of TB screening, diagnosis and treatment
    initiation in the private sector,



Qualifications, Skills and Experience:
  • The applicants for the USAID Defeat TB
    Project TB Case Finding Officer job opportunity must hold a Bachelor’s Degree
    in Medicine, Midwifery or Nursing
  • At least three years’ experience in TB
    clinical and data management
  • A minimum of two years’ experience in
    implementing Quality Improvement approaches and tools providing support to
    facility-based Quality Improvement teams.
  • Master’s Degree in public health or
    related field will be an added advantage.
  • Two years’ work experience in integrated
    health programming gained through serving within a government institution
    or NGO with proven ability to coordinate activities of different
    stakeholders at national, district and community level.
  • Proven ability to conceptualize, innovate
    and execute ideas, as well as transfer knowledge and skills to front-line
    service providers
  • Excellent interpersonal skills
  • Ability to express clearly and concisely
    ideas and concepts in written and oral form
  • Experience with USAID and donor projects
    is highly desirable
  • Experience in radiology will be an added
    advantage
  • Excellent oral and written communication
    skills are required to develop and maintain effective, sustainable working
    relationships with national and international working partners and to
    accomplish reporting requirements.
  • Ability to analyse, understand and discuss
    new program design, management and implementation approaches is required.
  • The ability to influence other
    collaborative organizations engaged in TB & HIV control programs to
    adopt appropriate strategies for improving the programs for patients with
    TB/HIV co-infection is an important skill required for this position.
  • Demonstrated experience in onsite
    training, mentorship and QI coaching approaches
  • Demonstrated sound judgment, and high
    ethical standards; flexible and able to adapt to changing priorities and
    deadlines.
