by helping African families and orphans to grow enough food to eat, sell their
produce and develop small businesses that last. They have provided livestock,
seeds, training and ongoing support, to help over a million lives and their
families that live in abject poverty. The Send a Cow Group currently
constitutes Country Programmes in seven African countries plus the UK and USA,
together with a Group Executive which is based in the UK.
Job Summary: The Monitoring
& Evaluation Advisor will be responsible for designing and implementing
monitoring and evaluation systems that facilitate accurate analysis of
programme performance and impact.
Key Duties and Responsibilities:
·        
Develop a clear understanding of SACU’s
strategies, approaches and values to project implementation.
·        
Design and develop data collection tools as
required for individual projects
·        
Conduct baseline surveys for proposed projects
·        
Offer technical support in designing evaluation
studies, lead the process of external evaluation, Provide quality assurance
support for evaluation studies, review and assist in compiling reports of
evaluation studies,
·        
Support the programme team in developing
indicators for project proposals.
·        
Ensure all data collection processes, data
analysis and reporting are conducted on time
·        
Implement periodic data quality assurance
(DQA)exercise in all SACU projects to ensure high quality and reliable data
·        
Develop monitoring plan of the projects in
consultation with the line Manager
·        
Develop and oversee adherence to reporting
schedules for projects and programme activities in accordance with donor and
SACU requirements;
·        
Ensure all data is available to all staff
through the appropriate project database
·        
Support the interpretation of monitoring and
evaluation findings in line with the individual project goals, objectives, and
activities.
·        
Organise and facilitate trainings for project
staff in general monitoring and evaluation skills as well as technical,
sector-specific methodologies
·        
Assist the project Coordinators in developing
quarterly, bi-annual and annual project reports
·        
Coordinate with implementing partners and field
staff for collecting data against agreed indicators
·        
Provide feedback to programme team and
management on projects performance based on monitoring data findings.
·        
Develop and apply cost-effective systems for
data collection and verification to meet programmatic needs
·        
Development of appropriate reports, trend
analysis and strategic mapping as requested by management
·        
Effective management and implementation of
existing MIS and  evaluation tools for
SAC and donors.
·        
Keep abreast of 
M&E developments that are beneficial to the efficient and effective
functioning of SACU.
·        
Accomplish other tasks related for preparing
evaluations and MIS as per the needs of the projects as assigned by the
Programme Manager.



Qualifications, Skills and
Experience: 
·        
The applicant should preferably hold a
Bachelor’s degree in Statistics, Community Development, Sociology, or other
relevant field.
·        
Possession of a post-graduate qualification in
M&E is desired
·        
Additional training in M&E development and
implementation
·        
At least four to six years’ experience with two
years in the field of monitoring and evaluation; programme management and
strategy development with an NGO.
·        
Computer literacy and proficiency in statistical
software.
·        
Significant exposure and experience in the
logical framework approach and other strategic planning approaches
·        
Experience in M&E methods and approaches
(including quantitative, qualitative and participatory)
·        
Prior exposure and experience in the implementation
of M&E systems and plans
·        
Information analysis with specific software
packages and report writing skills
·        
Proven ability to work in a team and with
counterparts at different levels;        Relevant
training and exposure to project development and programming highly desirable
·        
Ability to analyse and interpret data to
identify impact
·        
Ability to develop and conduct presentations
·        
Excellent written and verbal communication
skills          
·        
Have empathy with Send a Cow’s Christian
foundation and core values
·        
Ability to work under tight deadlines
·        
A broad and mature thinker
