About USAID SOCY Project:
ACODEV will be implementing Sustainable Outcomes for Children and Youth
in Central and Western Uganda over the next five years. The Project will
improve the health, nutrition, education and psychosocial wellbeing of
vulnerable populations, as well as reduce abuse, exploitation and neglect to a
minimum of 625,000 children and 101,500 households in 17 districts in central
and western Uganda.  The program will
improve outcomes for vulnerable children and youth by strengthening the systems
that surround them; caregivers will have greater economic opportunities, which
will increase their resilience and make them less susceptible to shocks; local
government structures and CSOs will be strengthened to provide services
targeting the diverse needs of vulnerable children, and health and social
service agencies will strengthen their coordination and referral systems to
provide integrated care along the continuum of response. The Project is being
implemented by a consortium of partner consisting of CRS being the lead,
Futures Group, ACODEV, Palladium, ANPPCAN and TPO.
Key Duties and Responsibilities:
·        
Working with technical officers in the process
of developing regional costed monthly, quarterly & Annual Detailed implementation
Plans (DIPs) ensuring clear targets are set;
·        
Providing technical support to the M&E work
of consortium CSO M&E officers and supervising M&E Officers of IPs in
the districts of operation;
·        
Taking lead in the process of rollout of the
PDSA (Plan, Do, Study & Act) Model to documenting success stories/best
practices and sessions learnt;
·        
Manage OVC household data collection processes
and data entry into the SOCY-MIS;
·        
Overseeing the process of consolidating monthly,
quarterly and annual narrative reports for the Implementing Partner (IP) and
CSOs;
·        
The MEAL Specialist will work closely with the
Child Protection & Systems Strengthening Specialist to Support CSOs and the
Probation Officers and CDOS to: report through the OVCMIS; Supporting Technical
Working Groups (TWGs) to analyse OVCMIS data, summarize SOVCC and support
supervises reports and action plans to inform the Agenda for DOVCCs; and
analysis of Local Government Capacity Assessment data to inform the development
of Capacity Strengthening Plans (CSPs);

Carry out Routine Data Quality Assessments (RDQA)
and participating in OVCMIS quarterly review meetings;
·        
Offering timely technical support to local
governments and CSOs to implementation recommendations from USAID Site
Improvement Monitoring Systems (SIMS)



Qualifications, Skills and
Experience:
·        
The ideal candidate for the ACODEV USAID SOCY
Project Monitoring Evaluation Accountability & Learning (MEAL) Specialist job
placement should preferably hold a Bachelor’s Degree in Social Sciences,
Statistics, Economics;
·        
At least four years of documentation and
reporting with a national or International NGO;
·        
Extensive knowledge in database management
·        
Proven technical skills in qualitative and
quantitative narrative report writing and presentation skills; knowledge of
USAID Quality Improvement and M&E approaches and standards; photography and
videography skills with ability to use and update all electronic media
platforms.
