and Learning Advisor is primarily responsible for coordinating monitoring and
learning in IRC Uganda Country programme and collaborating with the Global MEL
team to implement IRC’s Monitoring and Learning Strategy. This includes;
responsibilities related to performance monitoring, compliance and data
quality, data use, knowledge exchange, reporting, and program learning.
The jobholder will ensure that the organisation
delivers on all internal and external Monitoring and Learning requirements in a
timely manner and with high quality information.
Support development and review of IRC Uganda
Programme and project level Theories of Change
Ensure that data collection methodologies used
at field level are standardised, enabling the specific vulnerabilities of
different target groups to be captured and analysed.
Ensure that verifiable, quantitative data is
routine collected and analysed for IRC’s projects
Support project teams with assessment/evaluation
planning, ensuring that minimum criteria for quality evaluations are integrated
into design and implementation.
Take part in designing and implementation of
studies, assessments and learning in coordination and cooperation with
programme staff.
Facilitate learning and knowledge exchange on
IRC approaches and tools with strategic partners at National and District level
Assist the Country team in annual reflection and
learning sessions to adapt program strategies and plans
Programme management
Manage IRC Uganda’s reporting cycle that
includes; updating the dashboard biannually, uploading program Out
puts/knowledge products
Support development of new projects and
proposals in conjunction with country teams and the IRC Strategic Partnerships
Department
Experience:
The
ideal candidate for the IRC Monitoring and Learning Advisor career opportunity should preferably hold a Master’s
Degree in Development Studies, Public Health, and Monitoring and
Evaluation or Project Planning and management
Possession
of a post graduate training in monitoring and evaluation
Additional
training in local governance, participatory planning and budgeting, gender and
development
Ten or more years of professional working experience in a similar function with at
least 5 years in the water, sanitation and hygiene sector
Significant
exposure and experience with development programmes (esp. participatory
processes, community based programmes, poverty reduction programmes)
Experience
with an international multi-disciplinary team
Strong
research, evaluation and analytical skills
Proficiency
in Quantitative data analysis and good knowledge of excel and other
quantitative data analysis packages
Qualitative
Data analysis skills.
Excellent
planning and management skills
