About Us:
Uganda Electricity
Generation Company Ltd was incorporated in March 2001 under the Companies Act,
2012 on the basis of the Public Enterprises Reform and Divestiture Act, Cap 98
and Electricity Act, Cap 145 respectively. UEGCL is wholly owned by the
Government of the Republic of Uganda. UEGCL’s key role is to – carry on the
business of electric power generation and sale within Uganda or for export to
neighbouring countries; build, operate and maintain Electricity Generation
Plants; monitor the operation and maintenance of its Concessioned Assets –
Nalubaale and Kiira Power Stations; provide Technical Support as and when
required by the Government of the Republic of Uganda through the Ministry of
Energy and Mineral Development; organize, support, encourage and maintain
training facilities in technical and related fields, amongst others.
Job Summary: The Head
Procurement & Disposal Unit will oversee the management of the Procurement
and Disposal (PDU) process in accordance with statutory guidelines
Key Duties and
Responsibilities:  
·        
Initiate, develop , monitor procurement and
disposal plans in accordance to PPDA regulations
·        
Develop and implement procurement monitoring and
evaluation systems in accordance with the Company’s objectives.
·        
Support contracts committee and implement their
decisions in accordance with the statutory guidelines.
·        
The incumbent will coordinate and supervise the
tendering process and manage the procurement and disposal of goods, works and
services in line with the PPDA Act.
·        
Conduct systematic and procedural disposal of
assets and obsolete inventory in line with PPDA regulations.
·        
Coordinate negotiations and respond to queries
from user departments, PPDA and suppliers
·        
Develop and implement procurement procedures and
processes from initiation to contract award to ensure compliance with PPDA and UEGCL
procurement regulations and improve on UEGCL’s compliance to the PPDA Act.
·        
Develop and monitor prequalification of
suppliers in line with PPDA regulations.
·        
Provide advice to management and user
departments on all procurements and disposal matters.
·        
Develop and design procurement and disposal
systems for proper archiving of records.
·        
Provide leadership to the staff, supervise and
manage their performance and development in line with the organization’s goals,
objectives, policies and regulations.
·        
Organise trainings and orientation for staff and
contracts committee members on procurement and disposal matters.
·        
Develop, review and implement systems to promote
customer – supplier relationships.
·        
Prepare and submit monthly reports and other
briefs for the Accounting Officer, Contracts Committee and PPDA on all
procurement and disposal matters.
·        
Prepare and monitor implementation of contracts
in line with PPDA guidelines and other statutory rules and regulations.
·        
Ensure safe custody of all procurement
documents.
·        
Monitor procurement expenditure vis -a -vis the
budget
·        
The incumbent will identify and assess wasteful
practices that impact on the procurement process and company resources and make
appropriate recommendations to management.



Qualifications, Skills and Experience:
·        
The applicant for this job placement must hold a
Bachelor’s Degree in Procurement ,
BBA, BCOM, or Law or Engineering and any other related field
·        
Master’s
Degree in Procurement or Business Administration or Management or Logistics
·        
Professional
certification e.g CIPS Related
·        
A minimum of eight years relevant hands on experience in procurement in a large and
busy reputable organization
·        
Procurement
experience in electricity power generation and complex infrastructure
projects is added advantage.
·        
Working
experience at similar level will be an added advantage
·        
Extensive
knowledge of PPDA Act, Regulations, Guidelines and procedures and procurement
environment in Uganda
·        
Knowledge
of procurement guidelines for other institutions e.g. World Bank, Kfw, AFD etc
·        
Demonstrated
leadership and negotiation skills
·        
Excellent planning and organizational skills
·        
Strong
analytical and problem solving skills
·        
Excellent
communication, facilitation and presentation skills.
·        
Strong
interpersonal skills and high degree of integrity and professionalism
·        
Computer
literacy skills
