About USAID RHITES-EC Project:
University Research Co., LLC (URC) is implementing the USAID Regional
Health Integration to Enhance Health Services in East Central Uganda Project
(USAID/Uganda RHITES-EC) whose aim is to support the implementation of a
comprehensive integrated investment in regional 
health, nutritional assistance and HIV/AIDS programs. The five-year
project targets 11 districts in East Central Uganda with an estimated total
population of 4.1 million through a district-based integrated package of
quality health, nutrition, HIV / AIDS and child development services.
Job Summary: The Grants Risk
and Cost-share Management Specialist will be responsible for regularly
assessing CSO sub-grantees to identify potential and actual risks and working
with supervisor, the Grants and program teams to mitigate the risks. The
incumbent will work in liaison with the program team and senior management to
identify, leverage and document cost-share opportunities.
Key Duties and
Responsibilities:  
Sub-awardee and CSO sub-grantee risk management:
·        
Identifies sub-awardee and CSO sub-grantee
potential and actual risks through regular grants management monitoring
exercises
·        
Works in liaison with Grants Officers and senior
management to mitigate the risks by instituting appropriate measures, and/or
supporting the concerned sub-grantees to institute such measures
·        
Communicates risk issues to management along
with a plan for minimizing or eliminating the risk
·        
Produces analysis and status reports detailing
the level of risk associated with various sub-grantees
·        
Reviews the project grants management manuals
and SOPs, and as may be necessary, advises management on any changes that may
be needed
Cost-share leveraging and management
·        
Support senior management and the program and
Grants teams to identify potential cost-share opportunities through networking
with various stakeholders within and out of the EC region
·        
Build cost-share networks and partnerships with
identified potential cost-share partners, and closely work with the program
teams to build such cost-share contributions into program implementation
support
Conduct valuation of identified cost-share opportunities: Work
with supervisor, senior management and URC HQ team to document and process
approval of the cost-share so identified and leveraged



Qualifications, Skills and
Experience:

job opportunity must hold a Master’s Degree in
Business, Management, Finance, Administration, or another related field.
·        
Additional qualifications in Risk Management
will be of added advantage
·        
A minimum of five years of work experience working
in a risk management portfolio in a public and/or private sector
·        
Previous experience in networking with various
public and private institutions and districts in Uganda
·        
Excellent interpersonal communications, and
organizational skills.
·        
Ability to independently plan and execute
complex tasks while addressing daily management details and remaining organized
and focused on long-term deadlines and strategy
·        
Demonstrates excellent critical thinking and
analytical skills
·        
Excellent verbal and written communication
skills
·        
Shows excellent networking skills
·        
Displays exceptional leadership and management
skills.
·        
Has good reading comprehension skills and is a
strong active listener.
·        
Excellent organizational skills as well as good
time management abilities
NB: Only candidates who are
eligible to work in the Uganda for an indefinite period without a need for
