The Uganda Episcopal Conference (UEC) is the Assembly of the Catholic
Hierarchy in Uganda, constituted with the approval of the Holy See, through
which bishops express their collegial responsibility through collective action,
to assure the progress of the Church and coordination of its social and
pastoral ministry.
About CDC Program:
UEC has received a sub-grant from Rakai Health Sciences Program with
support from the US Centers for Diseases Control and Prevention (CDC) to
implement the “Accelerated HIV Epidemic Control program” in the Masaka Region.
Through the health department, the Uganda Catholic Medical Bureau (UCMB), UEC
will coordinate and support the programming and implementation of accelerated
HIV epidemic control in PNFP health facilities accredited to the Uganda
Catholic, Muslim and Protestant Medical Bureaus in the Masaka Region.
Job Summary:  The Human Resources Officer will support the
PNFP sub sector in the Masaka Region to maximally utilize the human resource
for health support to achieve program objectives, enhance staff productivity
and assure compliancy to donor requirements and country labor laws.
Key Duties and
Responsibilities:  
  • Manage and coordinate the recruitment
    process for new I vacant positions in conjunction with Diocesan and
    Regional Health Coordinators of UCMB, UMMB, UPMB together with facility
    In-charges for the PNFP facilities supported in the Masaka Region.
  • Ensure all supported staffs have a current
    employment contract in line with national labor laws and hospital/health
    unit employment manuals.
  • Ensure all staffs have a personnel file
    containing all relevant documentation and information, according to donor
    requirements.
  • Ensure staffs are appraised and coordinate
    the performance management processes for all staff.
  • Ensure each supported staff has a
    performance plan anchored on achievement of the PEPFAR goals.
  • Generate all program and activity reports
    for submission to the donor as required from time to time.
  • Take lead in organizing training
    activities under the HRH component of the project.
  • Travel regularly to each health facility within
    the Masaka region to provide technical assistance
  • Participate in meetings, seminars and any
    other events related to HR management within PNFP subsector for the three
    Bureaus mentioned above.
  • Support the Diocesan and Regional Health
    coordinators to submit staff lists, accountabilities and any other
    official documents required by UCMB or project funders to ensure efficient
    use of resources.
  • Work with the accountant to ensure the
    preparation, payment and record-keeping of staff salaries and / or
    allowances is done in a timely manner and in accordance with employment
    regulations



Qualifications, Skills and
Experience: 
  • The applicant must hold a Bachelor’s
    degree preferably in Human Resource Management or Humanities
  • Postgraduate Diploma in Human Resource Management,
    Business Administration or Public Health.
  • A master degree is an added advantage
  • A good knowledge of health care service
    delivery and management of health care services is required including of
    the PNFP subsector.
  • Working knowledge of PEPFAR grant
    operations, rules, regulations, procedures, policies, and programs is
    necessary.
  • Good knowledge of Government of Uganda
    labor laws and policies is required.
  • Strong oral and written communication
    skills are required to develop and maintain effective working
    relationships with health facility managers and staff.
