About US:
REACH was born in 2010 as a joint initiative of two INGOs (IMPACT
Initiatives and ACTED) and the United Nations Institute for Training and
Research (UNITAR) Operational Satellite Applications Programme (UNOSAT).
REACH’s purpose is to promote and facilitate the development of information
products that enhance the humanitarian community’s decision making and planning
capacity for emergency, reconstruction and development contexts, supporting and
working within the framework of the humanitarian reform process. REACH
facilitates information management for aid actors through three complementary
services: (a) need and situation assessments facilitated by REACH teams; (b)
situation analysis using satellite imagery; (c) provision of related database
and (web)-mapping facilities and expertise.
In 2017, REACH will expand its operations in Uganda addressing service
delivery and information gaps in the refugee response across the country. REACH
will provide direct support to UNHCR’s coordinated information management
efforts through response gap analysis, coordinated needs assessments and
geospatial analysis. All activities will be conducted in refugee settlements
hosting both South Sudanese and Congolese refugees in Bidibidi, Imvepi,
Kiryandongo, Kyangwali, Kyaka II, Lamwo, Maaji II and III, Nakivale, Oruchinga,
Pagrinya, Palorinya, Rhino Camp, Rwamwanja, among others.
Job Summary: The Senior
Field Officer is primarily responsible for supporting REACH GIS/Assessment
Officer to ensure the successful completion of assessments in the refugee
settlements. He/she will also be responsible for related logistics, data
cleaning, focus group discussion facilitation, leading enumeration teams and
any other reasonable tasks need to ensure the success of the REACH mission in
Uganda. This position will work closely with experienced national and
international staff members and will require a minimum of 80% of time in remote
field locations.
Key Duties and
Responsibilities:   
  • Data Cleaning and Entry:  The REACH Senior Field Officer
    will clean datasets given by REACH staff. They will also enter textual
    data into spreadsheets or databases for easier tracking and analysis
  • Leading Enumeration Teams:  The REACH Senior Field Officer
    will lead enumeration teams of up to 20 individuals in the refugee
    settlements; they will be responsible to providing direction, logistical
    and technical support to the enumerators. They will support the REACH
    Assessment/ GIS Officer as needed; they will directly manage Junior Field
    Officers and their enumeration teams
  • Focus group discussion facilitation:  The REACH Senior Field Officer
    will facilitate or co-facilitate focus group discussion in the refugee
    settlements
  • Logistics Support: The REACH
    Senior Field Officer will provide logistics support to the REACH country
    team by filling and tracking order forms and tracking existing and
    incoming REACH assets in Kampala and the field locations. They will also
    provide support in organizing movement of REACH teams to and from field
    locations, identifying accommodations and office space, and liaising with
    appropriate government authorities to ensure REACH can conduct activities
    as needed.
  • Other Tasks: The REACH Senior
    Field Officer will participate in other, undefined tasks that are
    necessary to support the REACH mission in Uganda.
  • Accountability to Communities and
    Beneficiaries:
    The staff member is responsible for ensuring that
    all relations with the communities we work are conducted in a respectful
    and consultative manner. Due attention must be paid to ensuring that
    communities are adequately consulted and informed about ACTED programme
    objectives, activities, beneficiary selection criteria, and methodologies.
    This is the responsibility of every ACTED staff member.



Qualifications, Skills and
Experience:  
  • The ideal candidate must hold a Bachelor’s
    degree in relevant discipline (social science, development)  
  • At least two years of progressively more
    responsible experience in humanitarian or development organizations,
    preferably in a field-based position
  • Willingness and ability to work in a
    dynamic and fast-paced field environment for extended periods of the time
    required
  • Computer literacy skills i.e. proficiency
    in Microsoft Office Suite
  • Strong technical writing skills
  • Considerable experience using ODK for
    quantitative data collection, or the ability to rapidly master the process
  • Some experience creating ODK
    questionnaires, or ability to learn rapidly
  • Considerable experience hiring and
    managing casual laborers
  • Considerable experience conducting focus
    group discussions, or the ability to learn rapidly
  • Experience collecting information using
    hand-held GPS devices
  • Knowledge of creating kml/ kmz files in
    Google Earth
  • Positive attitude and a willingness to
    learn
  • Excellent communication skills
  • Excellent time management skills
  • Ability to operate in a cross-cultural
    environment requiring flexibility
  • Prior experience working in refugee
    settlements an asset.
  • Written and spoken fluency in English
    required; French an asset.
  • Working knowledge of Juba Arabic or
    regional languages of Equatorian South Sudan or DRC an asset
  • Strong written English skills
  • Ability to work independently
