About 4Children:
Coordinating Comprehensive Care for Children (4Children) is a
five-year, USAID-funded project designed to improve health and well-being
outcomes for vulnerable children affected by HIV and AIDS and other
adversities. 4Children draws on global evidence, which illustrates that HIV and
other adversities are best prevented and addressed when families and children
have access to both high quality health and social welfare services. The
project supports systems and structures at country and regional levels to
implement evidence-based interventions that protect against risk, interrupt
cycles of vulnerability, and build pathways to resilience leading to an AIDS
Free Generation, and contributes to overall improvements in quality of life and
productivity for vulnerable children and their families.  4Children promotes approaches that address
the unique needs of each child and family, including strengthening front line
social service workforce and case management processes.
Job Summary: The Project
Officer (PO) will support the Government Systems Strengthening, Senior Program
Manager (GSS-SPM) in all project functions. The PO will be responsible for
drafting project documents and communications; scheduling, coordinating and
managing logistics for project-related meetings and events; and monitoring the
financial and administrative needs of the project. S/he will be a dynamic
person with strong interpersonal and organizational skills who thrives in a
complex, busy work environment.
Key Duties and
Responsibilities:  
  • The incumbent will support the Government
    Systems Strengthening, Senior Program Manager (GSS-SPM) to carry out
    program, administrative, and all other tasks related to all aspects of the
    activities focused on strengthening Ugandan institutions and the social
    service workforce.
  • Coordinate and support engagement of
    consultants and local partners.
  • Work in liaison with the CRS Country
    Program to arrange all necessary logistics for program activities,
    including workshops, trainings and meeting; arranging transportation;
    photocopies etc.
  • Support the GSS-SPM in tracking project
    activity schedules, including monitoring progress against the project
    objectives, targets and timelines.
  • Support the GSS-SPM in the preparation of
    program correspondence, reports, and other documents.
  • Work closely with local partner(s) to
    prepare reports per established reporting schedule.
  • Perform other tasks as assigned by the
    GSS-SPM, that are commensurate with the job level.





Qualifications, Skills and
Experience:
  • The ideal applicants for the Intrahealth
    International USAID Project Officer – 4Children career placement should
    hold a Bachelor’s degree in Administration, Social Sciences, Business
    Management or equivalent. Possession of Master’s degree and two years of
    relevant work experience is also acceptable
  • At least four years’ experience in a
    project support position, preferably with an international NGO or UN
    agency with a good understanding of project management, administration, HR
    and finance.
  • Previous exposure and experience in
    monitoring projects and collecting relevant data preferred.
  • Experience in planning and organizing of
    high-level internal and external meetings, workshops, and events,
    including the ability to plan resources and actions for timely and
    efficient service delivery.
  • Demonstrated ability to work in a
    fast-paced office environment, ability to assimilate and analyze
    situations, plus skills in handling competing work priorities.
  • Excellent interpersonal skills – ability
    to interact effectively with internal and external stakeholders at various
    levels.
  • Advanced knowledge of Microsoft Office
    software (Word, Excel, PowerPoint, Outlook, and Internet) required.
  • Fluent written and spoken English.
  • Desire to work effectively in a team
    oriented environment with minimal supervision.
