The Petroleum Authority of Uganda (PAU) is a statutory body established
under Section 9 of the Petroleum (Exploration, Development and Production) Act
2013, and in line with the National Oil and Gas Policy for Uganda which was
approved in 2008. The PAU’s mandate is to monitor and regulate the exploration,
development and production, together with the refining, gas conversion,
transportation and storage of petroleum in Uganda. This includes ensuring that
petroleum operations in Uganda are carried out in accordance with the relevant
laws, regulations, guidelines, statutes and in line with international best
practice for the petroleum industry.
Job Summary: The Senior
Corporate Affairs Officer will support the creative development of key internal
and external Corporate Affairs (CA) collateral e.g. internal and external slide
presentations for meetings/events working closely with the CA team to ensure
high impact of key internal and external events including workshops, calls,
town halls, conferences press events and any other event.
Key Duties and Responsibilities:  
  • The incumbent will support proactive and
    reactive internal employee communications, ensuring they are consistently
    on-brand and in line with Centre corporate messaging
  • Lead the channel management of existing
    internal communication channels (email and intranet) and the development
    of new channels e.g. News weaver and plasma screens.
  • The jobholder will take lead in the
    creation of engaging content across all communication channels, suited to
    targeted audience groups.
  • Assistance in management and facilitation
    of the internal communications cascade from the Executive Director to all
    frontline staff, to ensure that all PAU staff are informed of key
    initiatives, projects and relevant business developments e.g. production
    of regular videos.
  • Maintain an internal and external annual
    communications plan incorporating a prioritised list of activities
    ensuring delivery of all key messages and support for PAU`s corporate
    objectives.
  • Understanding of our different regions and
    audience groups, to ensure our communications reach the right audiences as
    the business continues to shape and change.
  • The jobholder will lead the creation and
    delivery of agreed internal and external communications campaigns (with
    support from Head of the Director Corporate Affairs)
  • Timely and cost-efficient, management of
    external agency support with a focus on quality and efficiency of service
    provision (where necessary)
  • Develop and implement an international
    mind set with reference to communications methods and strategies, ensuring
    that solutions are market- and culturally- appropriate
  • Develop communication consistency through
    Brand and tone of voice guidelines and bring the values to life in
    everything that PAU does.
  • Constant review of effectiveness of
    programmes and processes and implementation of continuous improvement and
    remedial action
  • Prepare and submit accurate stakeholder
    engagement reports and dashboards representing effects of interventions on
    targeted stakeholders
  • Support in organisation of regular team
    meetings
  • Provide support in team budget and
    expenses
  • Coordinate the preparation, documentation,
    review and submission of periodic progress reports to relevant internal
    and external stakeholders
  • Plan and budget for resource requirements
    in the business Unit and monitor the usage to ensure efficiency
  • Develop and monitor a Business Unit Work
    plan and develop performance agreements with all the staff under
    supervision
  • Keenly monitor staff performance and
    provide guidance and periodic feedback for performance improvement
  • The incumbent will primarily assess the
    training and development needs of staff under supervision and recommend
    appropriate interventions
  • Provide coaching and mentoring support to
    staff under jurisdiction
  • Initiate and implement activities/programs
    intended to create and harness teamwork in the business Unit
  • Implement any other staff related programs
    as introduced and approved in the organization
  • Create and maintain a working atmosphere
    that fosters creativity and innovation in the team
  • Provide support in pulling together
    various regular reporting requirements e.g. weekly Look Ahead to Managing
    Director and Team Health Engagements
  • Provide timely support and assistance to
    the Director Corporate Affairs and the rest of the BGMU CA team where
    required
  • Perform any other duties assigned



Qualifications, Skills and
Experience:
  
  • The ideal candidate for the Petroleum
    Authority of Uganda (PAU) Senior Corporate Affairs Officer job opportunity
    must possess a Bachelor’s Degree in a Business, Marketing, and
    Communications, Statistics or any other related field.
  • Possession of a post graduate or master`s
    degree in Business, Marketing, Communications any related field is an
    added advantage.
  • A minimum of five years’ experience in
    corporate stakeholder engagement & management or related experience.
  • Significant exposure and experience in
    working in a leadership role in a similar organization
  • Demonstrated experience in liaising with
    Stakeholders
  • Possession of other qualifications in the
    oil and gas sector or related field from internationally recognised
    institutions is an added advantage
  • Internationally recognised professional
    qualifications or membership of nationally and internationally recognised
    professional bodies.
  • Drive, confidence, energy and enthusiasm
  • Highly flexible and positive approach to
    change
  • Creative thinking and innovative in
    approach to communication
  • Good track record of working across
    functions and businesses
  • Proven track record in working with senior
    stakeholders
  • Demonstrated ability to understand complex
    communication issues, recognising business wide implications
  • Ability to understand complex business
    issues/data/information, and then repackage it into a clear digestible
    format for a wide audience
  • Excellent communication and presentation
    skills, and ability to communicate effectively at all levels
  • High standard of written and spoken
    English with proven copywriting experience
  • Exceptional time management, planning and
    organisational skills
  • Ability to manage an unpredictable
    workload due to the changing requirements of the role and organisation
  • Working routinely to tight, often
    conflicting deadlines, this role requires the ability to switch
    confidently and knowledgeably between projects and priorities
  • Previous exposure and experience in
    internal and external communications roles which supports the effective
    delivery of the respective digital channels.
  • Be committed to evaluation and
    measurement, and have knowledge and experience of the various tools to
    achieve this
  • Second language fluency is a bonus
  • Creates communications programs that
    effectively describe and promote the organization and its products
    including graphics, product collateral, logos, or other promotional
    products.
  • The incumbent analyses customer
    requirements, develops messaging architecture and competitive positioning,
    specifies vehicles/projects, secures resources, communicates project
    development and drives creative development processes.
  • Works closely with outside
    vendors/agencies for design and execution of advertising campaigns, trade
    show exhibitions, mail campaigns, and seminars
