About USAID GAPP Project:
RTI is the prime contractor for USAID funded GAPP program. The goal of
this seven year program is to increase participation accountability and local
governance for effective service delivery. To achieve this goal, GAPP will
focus on three components: (1) Support and strengthen national level government
accountability institutions in their interaction with local governments; (2)
Strengthen local government revenue, procurement, financial and planning
systems; and (3) Strengthen civil society organizations (CSOs) and other
non-state actors (NSAs) to improve voice and accountability. GAPP will work at
the national level and in at least twenty-five districts in northern Uganda,
the Albertine region of Bunyoro, and central Uganda.
Job Summary: The Regional
Approach Team Leader will facilitate and coordinate between the Interim
Steering Committee (SC) USAID/DFID, The Learning Contract (QED) and the various
processes towards the development of the Northern Uganda Regional
Strategic  Investment Plan. The incumbent
will, organize consultation platforms for various constituencies within and
outside the region. The jobholder will organize and design leadership
development interventions for the Interim Steering Committee as well as the
substantive Steering Committee once elected. Once the plan is approved, the
Regional Approach Team Leader will build and nurture networks within and
outside the sub-region towards funding and implementing the Strategic
Investment Plan.
Key Duties and
Responsibilities:  
  • Coordinate regional multi-stakeholder
    workshops to discuss and agree on most viable regional priorities;
  • Nurture and mobilize the involvement and
    participation of national stakeholders;
  • Support drafting of the regional
    development strategy;
  • Establish viable coordination mechanisms
    for the government and non-governmental actors at the local and national
    levels for implementation of the regional development strategy; Host and
    facilitate regular meetings of the Steering Committee (SC);
  • Work closely with the Steering Committee
    and USAID, refine the roles and responsibilities of the SC leadership and
    the sub-regional SCs;
  • The incumbent will mobilize technical
    resources as needed for the SC. These could be mobilized in USAID, USAID
    Implementing Partners (IPs), GoU Ministries, departments and agencies,
    academia, civil society, private sector and development partners;
  • The incumbent will develop and nurture
    leadership capacities of SC members;
  • Organize for the election of the
    substantive SC;
  • Provide substantial input to GAPP work
    planning and programmatic reporting, monitoring and evaluation in the
    technical area of responsibility, draw lessons learned and success
    stories.



Qualifications, Skills and
Experience:
  • The ideal candidate should preferably hold
    a Master’s degree in Economics, Political Science, Public Administration,
    or related field
  • At least six years’ experience working
    with political leaders or government agencies.
  • Previous exposure and experience in
    strategic planning, leadership development, and coordination of processes
    and activities.
  • Excellent interpersonal and communication
    skills.
  • Previous experience with USAID reporting
    is an added advantage.
