About Us:
The Government of Uganda is implementing the Youth Livelihood Programme
(YLP) and the Uganda Women Entrepreneurship Programme (UWEP), under the
Ministry of Gender, Labour and Social Development (MGLSD). The main objective
of the Programmes is to empower the target youth and women to harness their
socio-economic potential and increase self- employment opportunities and income
levels. The Programmes provide revolving funds to finance small enterprises
initiated by the groups of youth and women in various sectors of the economy.
The implementation of the Programmes is mainstreamed into the government
structures at the national and local government levels with support from
Technical Support Team (TST) based at the National and Regional levels.
Job Summary: The Programme
Officer (YLP) will provide technical, managerial and administrative support to
the Local Governments and link the Local Governments operations to the National
Programme Management.
Key Duties and Responsibilities:
  
  • Support the preparation of Local
    Government work plans and budgets.
  • Provide implementation support to the
    programme activities at the local governments level.
  • The incumbent will also review project
    funding requests submitted by the Local Governments.
  • Coordinate the participation of key
    Stakeholders in Programme activities.
  • Regularly monitor the performance of
    projects financed and ensure timely production of performance reports.
  • Make follow-up on corrective
    recommendations made, in order to ensure timely implementation.
  • Work closely with relevant sector
    specialists to provide support to the local governments in the preparation
    and implementation various youth projects.
  • Report any potential violation of
    Programme guidelines to the National Programme Manager.
  • Facilitate and coordinate preparation and
    submission of progress reports by the Local Governments. .
  • Participate in capacity building for the
    local government stakeholders.
  • Perform any other duties assigned from
    time to time.



Qualifications, Skills and
Experience: 
  • The applicant must be a Ugandan who holds
    an Honours Bachelor’s Degree in Economics, Social Sciences, Development
    Studies, Business Administration or a related field from a recognized
    University.
  • Also, the applicant must hold a Masters
    Degree in Business Administration, Economics, Social Sector Planning,
    Monitoring and Evaluation, Social Sciences, Project Planning and
    Management or Development Studies.
  • A minimum of three years’ experience in
    administration and management.
  • Broad knowledge and understanding of local
    governments operations
  • Familiarity with preparation and appraisal
    of small and micro-enterprises/projects.
  • Highly self-motivated with strong
    organizational and planning skills.
  • Excellent interpersonal and communication
    skills.
  • Computer literacy skills.
