About US:
The Petroleum Authority of Uganda (PAU) is a statutory body established
under Section 9 of the Petroleum (Exploration, Development and Production) Act
2013, and in line with the National Oil and Gas Policy for Uganda which was
approved in 2008. The PAU’s mandate is to monitor and regulate the exploration,
development and production, together with the refining, gas conversion,
transportation and storage of petroleum in Uganda. This includes ensuring that
petroleum operations in Uganda are carried out in accordance with the relevant
laws, regulations, guidelines, statutes and in line with international best
practice for the petroleum industry.
Job Summary: The Manager
Corporate Affairs & Public Relations will be the official mouth piece of
the Authority and will be responsible for developing and implementing processes
necessary for the effective management of Corporate Affairs in Authority and
also multi stakeholder management.
Key Duties and
Responsibilities:  
  • Be the official mouth piece of the
    Authority.
  • Develop an effective communications plan
    that leverages the brand promises.
  • Develop, integrate, and implement PR
    activities designed to enhance authority`s brand and refine the
    authority’s core messages to ensure brand consistency.
  • Build and maintain strong media relationships.
  • Advance Authority’s stakeholder
    positioning with relevance both locally and internationally.
  • Develop and executive varied and
    integrated communications products including website, print publications,
    newsletters, online communications, media and public relations.
  • Work closely with the Head of Department
    and the Executive Director to achieve organizational goals and objectives
    by administering the corporate affairs initiatives as determined by the
    larger organizational strategic planning process.
  • The jobholder will evaluate an integrated
    strategic communications plan to advance the Authority’s brand identity
    and broaden awareness of its programs and priorities.
  • Resolve public and corporate affairs
    issues.
  • Act as the executive editor for the
    development, production and maintenance of the authorities internal and
    external communication vehicles, including the main website, marketing
    materials, publications, newsletters, invitations, flyers, advertisements,
    and annual reports.
  • Build and enhance meaningful relationships
    with targeted, external audiences.
  • Ensure excellence in Service Delivery by
    continuously developing ways of improving service to the Authority’s stakeholders.
  • Carry out at least 2 annual market
    research projects and develop at least 1 Authority product.
  • Execute relevant stakeholder engagements
    according to the needs and strategic focus of the Authority
  • Carry out at least 2 internal marketing
    initiatives annually to keep the organisation moving together.
  • Educate the public on selected stakeholders
    on the oil and gas sector and the Authority.



  • Coordinate the preparation, documentation,
    review and submission of periodic progress reports to relevant internal
    and external stakeholders
  • The jobholder will plan and budget for
    resource requirements in the business Unit and monitor the usage to ensure
    efficiency
  • Develop and monitor a Business Unit Work
    plan and develop performance agreements with all the staff under
    supervision
  • Keenly monitor staff performance and
    provide guidance and periodic feedback for performance improvement
  • The incumbent will assess the training and
    development needs of staff under supervision and recommend appropriate
    interventions
  • Provide coaching and mentoring support to
    staff under jurisdiction
  • Initiate and implement activities/programs
    intended to create and harness teamwork in the business Unit
  • Implement any other staff related programs
    as introduced and approved in the organization
  • Create and maintain a working atmosphere
    that fosters creativity and innovation in the team
  • Perform any other duty assigned by the
    supervisor
Qualifications, Skills and
Experience:
  
  • The ideal candidate for the Petroleum
    Authority of Uganda (PAU) Manager Corporate Affairs & Public Relations
    career placement must possess a Master’s degree in Marketing, Mass
    Communication, Public Relations corporate social responsibility or a
    related field.
  • Possession of a Bachelor’s Degree (Hons)
    in Marketing, mass communications
  • Possession of a Post Graduate Studies in
    Marketing and Communication, oil and gas is an advantage
  • Chartered marketer qualifications
  • Possession of Oil and Gas related
    qualifications is desired
  • A minimum of seven years’ experience marketing
    a public institution either locally or internationally.



  • Previous exposure and experience working
    in a leadership role in an organization/business, unit/project with
    diverse professionals.
  • Previous experience working with multi
    stake holders.
  • Previous experience of having worked in
    the oil and gas sector
  • Excellent analytical and Management skills
  • Highly innovative and with a proven high
    level of integrity;
  • Ability to work independently and in a
    team;
  • Excellent track record of outstanding
    performance;
  • Excellent interpersonal and communication
    skills;
  • Excellent administrative and negotiation
    skills;
  • Good track record of training and
    mentoring others; and
  • Proficiency in the relevant computer
    packages including Microsoft Office
  • Confident and dynamic personality.

  • Articulate in both written and spoken
    English and at least one other local language
