About US:
The National Agricultural Advisory Services (NAADS) Secretariat was
established through an Act of Parliament, The NAADS Act 2001. NAADS underwent
restructuring in 2014 leaving it with a lean structure and refocusing its
mandate from providing agricultural advisory Services to supporting farmers
with the provision of agricultural inputs through the implementation of
Operation Wealth Creation (OWC) intervention.
Key Duties and
Responsibilities:  
  • Tasked with initiating and updating NAADS
    Human Resource Policies, regulations, guidelines, administrative
    procedures, strategies and systems;
  • Initiating and taking lead in the
    preparation of work plans and budgets for human resource section;
  • Carrying out assessment of training needs
    for staff;
  • In charge of compiling data on human
    resource gaps;
  • Responsible for implementing staff welfare
    activities and programmes;
  • Implementing staff performance management
    plans and activities;
  • Coordinate the process of staff
    recruitment/selection as and when necessary;
  • Handle staff grievances and update
    management on disciplinary measures and ensure consistence and equitable
    implementation;
  • Tasked with implementing and updating
    human resource management and administration information;
  • Keep timely salary information up-to-date
    at all times and send to the Finance department timely monthly payrolls;
  • Perform any other duties as may be
    assigned from time to time by the Supervisor.



Qualifications, Skills and
Experience:
  • The ideal candidate should be a Ugandan
    who holds an Honours Bachelor’s Degree preferably in Human Resource
    Management or Public Administration and Management or Business
    Administration. A post graduate Diploma in Human Resource Management from
    a recognised University / Institution of higher Learning. Possession of a
    Master’s degree in any of the above, or its equivalent is desirable.
  • At least ten years’ experience in a
    similar position preferably in a busy private or public institution and
    excellent computer skills including knowledge/skills in current/ modern
    Human Resources Management Packages such as Human Resource Management Information Systems (HRMIS)
