The Petroleum Authority of Uganda (PAU) is a statutory body established
under Section 9 of the Petroleum (Exploration, Development and Production) Act
2013, and in line with the National Oil and Gas Policy for Uganda which was
approved in 2008. The PAU’s mandate is to monitor and regulate the exploration,
development and production, together with the refining, gas conversion,
transportation and storage of petroleum in Uganda. This includes ensuring that
petroleum operations in Uganda are carried out in accordance with the relevant
laws, regulations, guidelines, statutes and in line with international best
practice for the petroleum industry.
Job Summary: The Head
Procurement and Disposal Unit will be responsible for planning and monitoring
the implementation of the PAU Procurement & Disposal function in order to
ensure compliance with the PPDA Act & Regulations.
Key Duties and
Responsibilities:  
  • The incumbent will prepare consolidated
    procurement and disposal plan for the Authority which is aligned to the
    corporate budget and work plan for the year.
  • Conduct regular audit trail checks on
    on-going procurement and disposal transactions to establish compliance
    with PPDA Act and Regulations.
  • The jobholder will evaluate and document
    the performance of the procurement plan and provide weekly, monthly,
    quarterly, bi-annually and annual procurement performance reports to the
    Manager Administration.
  • The incumbent will also prepare and submit
    procurement and disposal reports to PPDA in accordance with the PPDA
    regulations.
  • Prepare responses to audit queries raised
    by Internal, external and PPDA Auditors on the procurement and disposal
    transactions of the Authority
  • Offer technical advice and guidance to
    staff of the Authority on procurement and disposal issues.
  • Actively participate in procurement
    professional engagements and represent PAU on matters regarding
    procurement and disposal function.
  • Plan and budget for resource requirements
    of the Procurement and Disposal Unit (PDU) and monitor usage of the
    resources for efficiency.
  • Develop and monitor PDU Work plan and
    performance agreements with all the staff under supervision
  • Monitor staff performance and provide
    guidance and periodic feedback for performance improvement
  • Assess the training and development needs
    of staff under supervision and recommend appropriate interventions
  • Provide coaching and mentoring support to
    staff under jurisdiction
  • The jobholder will initiate and implement
    activities/programs intended to create and harness teamwork in PDU
  • Implement any staff related programs as
    introduced and approved in the Authority
  • Create and maintain a working atmosphere
    that fosters creativity and innovation in the team



Qualifications, Skills and
Experience:
  
  • The ideal candidate for the Petroleum
    Authority of Uganda (PAU) Head Procurement and Disposal Unit job
    opportunity must possess full professional qualifications in procurement
    (CIPS)
  • The incumbent must also hold a Masters of
    Procurement and logistics, supply chain or any Master’s degree in a
    business course
  • Possession of a Bachelor’s Degree in
    either; procurement, logistics and supply chain management, Business
    Administration (Procurement) or Business Computing (Procurement).
  • At least five years’ experience in
    managing procurement and disposal function. Two out of the five minimum
    years of experience must have been at supervisory level in a large
    organization.
  • Additional training in contract management
    and e-procurement is desired
  • Extensive knowledge of Public Procurement
    Procedures and regulations
  • Working knowledge and exposure to the
    contract management process
  • Appreciation of financial planning and
    management systems
  • Impeccable record of integrity
  • Demonstrated ability to build and lead an
    effective work teams
  • Strong analytical and conceptual skills
  • Excellent reporting and communication
    skills
  • Highly flexible and assertive with good
    interpersonal skills
  • Highly self-driven and result oriented
