ACTED (Agency for Technical Cooperation and Development) is a non-
political and non-confessional international NGO founded in 1993 and
headquartered in Paris, France.  The
organization’s vocation is to save lives, assist vulnerable populations and
bring hope to those in need for a better future.
Key Duties and
Responsibilities:   
  • Tasked
    with drafting the Log frame in collaboration with the
    Reporting  and Finance Departments;
  • Playing
    a proactive role in the drafting and the follow up of the PMF (tracking
    the Indicator Collection Plans throughout program implementation, and
    following up on project progress and delays);
  • Responsible
    for planning regular assessments: Appraisals, Monitoring and Evaluation
    missions; which should be executed either according to the Indicator
    Collection Plan (congruent with reporting deadlines) or following
    Coordination requests. This qualitative and quantitative data
    should be analyzed and a report should be presented to the departments and
    Coordination to guide further actions;
  • Linking
    with program departments to both discuss the methodologies and results of
    assessments, in order to ensure that program departments integrate
    the results of AME assessments and implement programmatic changes
    accordingly.
  • Support
    implementing units and assisting in guiding future programming through the
    identification of and training on lessons learned and best
    practices.
  • In
    charge of resource centre management
  • Responsible
    for Project Information Management and GIS
  • Providing
    guidance and assistance to the GIS and Database Managers in negotiating
    and planning external projects.
  • Facilitating
    the Project Cycle Management by gathering qualitative and
    quantitative data before, at different stages during and after the project
    implementation.
  • Providing
    supervision and direction to the AME Unit in his/her area of
    responsibility
  • Training
    the AMEU team in cooperation with Coordination
  • Prepare
    regular work plans and updates to Coordination on past, present and future
    monitoring missions;
  • Design
    and implementation of needs assessments and baseline surveys to establish
    and track indicators;
  • Tasked
    with monitoring indicators to ensure that the program meets its
    goals and objectives;
  • In
    charge of the design and implementation of impact assessments;
  • Facilitate
    quick and accurate reporting of monitoring results to ensure that ACTED, donors
    and other organizations can build upon successes and lessons learnt during
    the program;
  • Mentor
    and train staff in the fields of appraisal and baseline data collection
    and process, impact and indicator monitoring.
  • Supervise data collection and ensure data
    quality control in the field;
  • Perform any other duties assigned by the
    supervisor from time to time



Qualifications, Skills and
Experience: 
  • The ideal candidate for the ACTED Appraisal
    Monitoring & Evaluation (AME) Officer
  • job placement must hold a professional
    qualification from a recognized institution in the related field
    preferably, Social Sciences, Statistics, Agriculture, Rural development
    and any relevant qualification.
  • At least two years  of professional experience or technical
    background in M&E or research and working experience in implementing
    community projects with an international NGO preferred.
  • Ability to plan and manage a complex and
    busy workload.
  • Excellent documentation and recording
    skills including the use of MS Office, data analysis and management
    computer packages (SPSS), ability and commitment to work with community
    members in a sensitive, non-judgmental and objective manner, combined with
    ability to apply experimental learning.
  • Ability to work as a part of a diverse
    team irrespective of ethnicity, gender or age and adhere to the ethics and
    values of the ACTED
  • Fluency in Swahili, Arabic, and any
    Congolese Languages will be an added advantage
  • Language Skills: Fluency in English and Madi is required.
