About UNHCR:
The Office of the United Nations High Commissioner for Refugees was
established on December 14, 1950 by the United Nations General Assembly.
UNHCR’s mandate under the Statute of the Office of the United Nations High Commissioner
for Refugees is to lead and co-ordinate action for international protection to
refugees; seek permanent solutions for the problems of refugees and safeguard
refugee rights and well-being. UNHCR has an additional mandate concerning
issues of statelessness, as it is given a designated role under Article 11 of
the 1961 Convention on the Reduction of Statelessness.
Key Duties and
Responsibilities:  
  • The jobholder will implement and supervise
    all UNHCR construction projects in Uganda in order to ensure that projects
    are delivered to the quality desired, within budgets and timelines
  • Participates in the development and
    implementation of the Technical Unit procedures and processes
  • Oversees the day to-day operations of the
    Construction Projects to ensure that work processes as designed and comply
    with established standards and procedures
  • Supports the Senior Technical Coordinator
    in the preparation of site surveys and soil tests conducted directly by
    UNHCR and or supervises site surveys and soil tests conducted by
    partners/other stakeholders
  • Prepares necessary designs, including
    detailed architectural and structural designs, drawings, calculations, etc
    for all construction projects
  • Prepares cost estimates for the
    construction projects including detailed Bills of Quantities Prepares all
    necessary tender documents and/or verifies and clears such documents
    prepared by partners stakeholders
  • Carries out post contract administration
    duties including assessing quantities, estimating cost for documentation
    of interim and final payment certification and controlling costs to
    include projects are completed within budget
  • Supports the Senior Technical Coordinator
    in assessing existing building conditions, briefing partners stakeholders
    in the plans and designs to ensure that the right materials and equipment
    used are in line with UNHCR Government acceptable standards
  • Follows up on projects including site
    handover, schedule, remeasurement, quality control, quantity control,
    variation/change order, carries out regular site visits, and meetings in
    order to ensure the project delivery meets quality standards and timeframe
    required by UNHCR
  • Prepares monthly progress report in order
    to be able to closely monitor actual cost and milestones against
    predetermined budget and timeline
  • Responsible for the delivery of the
    quality of works executed by contractors, consultants, partners
    stakeholders
  • Supervises site engineers and is
    responsible for their training and quality delivery of projects in
    accordance with UNHCR quality standards
  • Ensures that the site records are kept
    updated to reflect the history of project on day today basis
  • Actively contributes to the preparation of
    the specific projects budget and monitors the financial performance of a
    given area of activity versus set budget to ensure alignment
  • Complies with all relevant stakeholders
    safety, quality, health and environmental procedures to ensure healthy and
    safe work environment
  • Performs other related duties as may be
    assigned
Key Performance Indicators:
  • Projects designs (where conducted by
    UNHCR) Delivery of detailed designs including detailed architectural and
    structural drawings, calculations and Bills of Quantities Projects design
    (where conducted by partners/stakeholders)
  • Submission of detailed report on the strengths
    and weaknesses of the designs with recommendations
  • Site Survey and Soil tests:
    Number of site surveys and soil tests conducted (in the case of UNHCR) and
    reviewed (in the case of partners) to the quality approved by Senior
    Technical Coordinator
  • Reports:  Number and quality of reports
    submitted mainly monthly progress reports
  • Site visits
  • Number of site visits conducted and site
    meetings attended and reported
  • Site Supervision: Executed
    quality is in line with the design and specifications
  • Measurements: Timely check on
    measurements and re measurements
  • Projects financial control:
    Submission of monthly financial progress reports highlighting issues of
    concern
  • Availability of day to day documents to
    explain the history of the project at all times throughout the life cycle
    of the project
Qualifications, Skills and
Experience:
  • The ideal candidate for the United Nations
    UNHCR Construction Engineer job placement should hold a Bachelor’s degree
    in Civil or Architectural Engineering
  • At least seven years’ experience in
    designing, supervising Construction Projects schools, health centers,
    hospitals, residential and non residential buildings, etc
  • Good report writing skills
  • Good computer skills including AutoCAD
  • Skilled and experienced in the management
    of construction projects and their budgets
  • Excellent command of English language
