About Rural Development
Programme:
The Rural Development Programme is implemented by Deutsche Gesellschaft
fur Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal
Ministry for Economic Cooperation and Development (BMZ). The Programme aims at
improving the development of the rural economy in selected regions of Northern
Uganda. The programme acts in 3 complementary fields of action 1) capacity
building of public institutions, civil society organizations and the private
sector for local, agricultural-based economic development, 2) improvement of
the market- and business-orientation of agricultural producers, as well as of
companies and service providers along the value chain and 3) improvement of the
access to demand-orientated financial services for agricultural enterprises and
companies along value chains.
Job Summary: The Technical
Officer is responsible for supporting the implementation of the project concept
as outlined in the BMZ offer. The incumbent will be supporting the
identification of project partners for component. The jobholder will be
implementing daily operational aspects of all issues related to the programme
component. The Technical Officer will also be supporting all activities in the
field, directly working with government officials, farmers, farmer
organisations, civil society organisations, and private sector actors on all
aspects of agricultural and rural economic development.
Key Duties and
Responsibilities:  
Coordination and Monitoring:
  • Supports the head of component in
    maintaining a good flow of communication and information between the
    project components, all involved institutions, private partners, other
    counterparts and GIZ.
  • Assists international and national
    advisors with all organizational and management issues.
  • Represents the component in sector
    meetings-and various “Communities of Practitioners”, with regard to
    technical discussions.
Knowledge Management:
  • Assists with research activities and
    studies on technical areas relevant to the project.
  • Provides support in drafting technical
    reports and assists partners in reporting, as well as making technical
    presentations on behalf of the component.
Monitoring and Evaluation: Supports M&E activities of the
component, the programme and partners.
Qualifications, Skills and
Experience: 
  • The applicant for the GIZ Technical
    Officer career placement must hold a University degree in Agriculture,
    Agricultural Economics, Agronomy or a related field.
  • A minimum of seven years of progressive
    professional experience with regard to agricultural development and market
    linkages working with government institutions, farmer organizations, civil
    society organizations and private sector actors.
  • The technical officer should have
    experience in agricultural development and value chain development.
  • Previous experience in working with
    development organizations, ideally with GIZ is an asset.
  • Excellent knowledge of ICT (related
    software, phone, email, internet) and computer applications e.g. MS Office
  • Additional knowledge on M&E is desired
  • Previous experience in Northern Uganda
    (including knowledge of the local languages) is an advantage.
  • Excellent communication skills.
  • Highly self-driven and motivated to work
    independently.
  • Willingness to work and travel in remote
    areas.
  • Willingness to up-skill own
    capacities/capabilities as required by tasks to be performed-corresponding
    measures are agreed with
    management.
