Job Summary: The
Shelter/Infrastructure Officer will actively contribute with specific technical
competences to shelter and school infrastructure implementations.

Key Duties and
Responsibilities:
Responsibilities:
- The incumbent will ensure compliance with
NRC policies, guidelines and standards - Ensure compliance with Shelter &
Infrastructure development strategy, tools, handbooks, guidelines and
standards - In charge of the implementation of project
activities - Responsible for tracking of financial
expenditures of the project’s technical / field activities - Responsible for the quality control and
monitoring of project’s field activities - Responsible for documentation of project
technical activities - Provide technical support and capacity
building of project staff – assistants, incentive staff, community mobilizers
etc. - Provide specific technical analysis and
feedback to NRC representatives in coordination forums - Assess, promote and document ideas for
technical improvement and further program development options - Ensure that projects target beneficiaries
most in need, and explore and asses new and better ways to assist - Help plan and carry out needs assessments,
baseline studies and periodic studies, and share feedback on findings to
the stakeholders. - Monitor and supervise the selection
process of shelter and school erection sites / locations. - Render support in the selection of
materials suppliers and contractors for infrastructure construction,
through provision of technical guidance and verification of materials
quality and contractor technical capacities - Supervise activities implementation and
prepare / share progress reports of Shelter and school construction
activities - Ensure that all construction works
undertaken by NRC, or its contractors and assigns meets the required
standards and quality specified in the contracts and those set by the
national or local authorities. - Prepare distribution plan for Shelter Non
Food Items (NFIs) and construction materials, and cash transfers for
beneficiary driven shelter implementation. - Prepare spending plans for Shelter with
the consultation of the respective PC/PM and AM - Coordinate/share plans with the shelter
working group partners or members, IPs / UNHCR / OPM to avoid any
duplication of services and wastage of resources - Collate data from the incentive / community
outreach workers and prepare regular reports on all Shelter and
infrastructure development activities conditions for monitoring. - Work closely with community leaders and
other sectors and agencies working locally in order to coordinate within
the Shelter, WASH, and Education and Food Security sectors. - Responsible for all kind of project field
records including but not limited to beneficiary lists, distribution
plans, site visit records, hand over records and lists and coordination
meeting minutes - Supervision of field monitors and outreach
workers - Facilitate and take part in community
mobilization, and effective dialogue with the affected communities to
allow the agency to be held to account for the quality of the program.
Qualifications, Skills and Experience:
- The applicant for the Norwegian Refugee
Council (NRC) Shelter/Infrastructure Officer employment opportunity should
possess a technical background in Shelter / WASH and a University Degree
in civil engineering, Surveying or architecture, or related experience - At least two to three years of practical
experience on Shelter/Infrastructure / WASH interventions, cash transfer
programming and monitoring/supervision of emergency shelter developments
preferably with an INGO. - Computer literacy skills i.e. proven
ability to use MS Office software (especially Word and Excel) and AUTOCAD
or other Engineering design software - Personal Qualities: Planning
and delivering results , Working with people , Communicating with impact
and respect, Handling insecure environments
