About GAA Project:
Plan International is implementing a five-year youth-led Girls Advocacy Alliance (GAA) project in partnership with Restless Development and Terres Des Hommes. The programme will promote a youth-led approach to building capacity of CSOs and generate evidence that will be used to engage with key decision makers and hold them accountable on girls’ economic and protection rights.

Job Summary: The Project Manager will be directly responsible to manage The Girls Advocacy Alliance, the Dutch Framework project. S/he will be responsible for quality and timely planning, implementation, monitoring and reporting of the project as well as providing adequate support to the implementing partners. The incumbent will be responsible for a five year detailed implementation plan and budget, including M&E, procurement, risk management, communications and capacity building plan for partners. The jobholder also provides strong leadership and management of the consortium of partners delivering an innovative approach to programming. The Project Manager will be responsible for GAA model documentation and it’s scaling up. He / she also leads national advocacy efforts and platforms related to girl issues in the framework of the Sustainable Development Goals (SDG) Influencing Plan.

Key Duties and Responsibilities: 
·         Responsible for strategic project management which includes effective planning, implementation documentation, monitoring, evaluation and progress reporting.
·         Manages the integration of GAA with other programme initiatives and especially, with the SDG Influencing plan.
·         Leads the consortium of partners to ensure that all components are managed in an integrated manner with regular meetings and learning forums.
·         Provides overall leadership by coordinating timely quality quarterly and annual implementation plans and budgets.
·         Provides timely and proper communication and coordination amongst the partners and stakeholders by identifying capacity gaps and supporting their capacity development plans to ensure smooth running of the project.
·         Prepares and disseminates quality and timely project reports to management as per donor requirements and project monitoring and evaluation plan.
·         Manages and monitors the project budget and provides timely accountability of the funds in line with accounting policies and procedures of Plan International Uganda.
·         Manages project resources efficiently and effectively in accordance with Plan International Uganda policies and guidelines and in accordance with grant conditions.
·         Provides leadership to the project team, including mentorship and coaching, to enhance staff and partner capacity for effective implementation of the project.
·         Represents and links Plan International Uganda and the projects¡¦ external partners, including government and other agencies/alliances at district and national level on GBV/YEE policy and advocacy related issues.
·         Creates and sustains positive working relationship with the respective line ministries and departments, strategic partners both at national and district level.
·         Organises, documents and maintains all project information, especially best practices, for accountability purposes, aiming for having a well-articulated model of the programme.
·         Organises regular performance review meetings to assess progress but also to agree on and communicate any changes in strategy with the key project stakeholders
·         Manages the compliance of Child Protection Policy and guidelines during the project implementation.
·         Manages communication with Plan Netherlands National Office and with the Dutch Embassy when required in coordination with the Resource Mobilisation Manager.
·         Supports the development of new proposals targeting girls¡¦ advocacy issues to ensure continuity and expansion of the GAA project.

·         Seen as a source of expertise in leadership in girls¡¦ advocacy issues and SDG influencing.
·         Promotes high performance among project staff and partners and provides vision and direction.

·         Coaches and mentors project staff and partners.
·         Communicates effectively, orally and in writing.

Qualifications, Skills and Experience: 
·         The applicant for the Plan International Project Manager job placement should preferably hold a Post-graduate degree in Social Sciences, Social Work, Development Studies or any other related field.
·         Additional training at post-graduate level in project planning and management.
·         A minimum of five years’ experience in working with adolescents/youths with a minimum of three years’ experience in management of Gender/YEE related interventions preferably with an International Non-Governmental Organisation.
·         Previous experience in policy and advocacy issues for the young people and knowledge of coalitions and networks on gender/YEE is an added advantage.
·         Prior exposure and experience in managing consortiums of partners and implementing projects through partners with a strong component on capacity building.
·         Excellent project management and team leadership skills
·         Partnership management and capacity building of partners
·         Knowledge of gender related policies and strategies
·         Excellent interpersonal, analytical and communication (verbal and written) skills.
·         Knowledge in implementation of rights based programming including principles of gender equality
·         Demonstrated skills and experience in report writing and budget management
·         Demonstrated ability to meet deadlines and work cooperatively with partners
·         Ability to work with people from diverse cultures, ability to lead and motivate people to work in teams.
·         Ability to develop synergies and integration of different project.
·         Proven computer skills and knowledge of Microsoft software, including MS Word processing, PowerPoint presentation, Excel spreadsheets, e-mail and web based research.
·         Understanding of partnership management and building relations based on trust
·         Timely, high and consistent quality in overall delivery of the project.
·         Effective coordination and team leadership of the project staff, partners and stakeholders.
·         Comprehensive and high quality documentation of the project
·         Quality absorption of the project budget in a timely manner
·         Open to feedback and willing to try new approaches for programme communications
·         Understands Plan International Uganda¡¦s needs and behaves strategically
·         Ability to work with minimum supervision
·         Demonstrate behaviours that embrace Child-centeredness, Community participation and partnership
·         Promotes creativity, innovation and learning
·         Willing to travel throughout Uganda
·         Supports learning and sharing and knowledge management
