About CAA:
Civil Aviation Authority (CAA) is a corporate body responsible for the
regulation of Civil Aviation in Uganda. It manages Entebbe International
Airport and 13 other aerodromes upcountry. CAA carries out its work in
conformity with International Civil Aviation Organization (ICAO) Standards and
Recommended Practices (SARPS). 
Job Summary: The Principal
Information Communication and Technology Security Officer will primarily
develop and maintain a comprehensive information security management program
that results in operational efficiencies and effectiveness and to provide
leadership for ensuring effective information security for CAA.
Key Duties and
Responsibilities:  
Input into Strategic Planning, budgeting and review process:
  • Develops and defends technical
    recommendations and budgetary plans.
  • Defines and negotiates technical support
    contracts.
I.T Information Security Administration Process:
  • The jobholder coordinates the development
    of CAA information security policies, standards and procedures
  • Ensures that CAA policies support
    compliance with external requirements.
  • Oversees the dissemination of policies,
    standards and procedures.
  • Coordinates the development and delivery
    of a training program on information security matters for staff members
    and other authorized users.
  • Develop and implement an incident
    reporting and response system to address security breaches, response to
    alleged policy violations or complaints from external parties.
  • Develops and implement an ongoing risk assessment
    program targeting information security matters
  • Recommends methods for vulnerability
    detection and remediation and oversee vulnerability testing
  • Stays abreast with the latest security and
    privacy legislation, regulations, advisories, alerts and vulnerability
    pertaining to CAA and its mission
  • Participates in business continuity and
    disaster recovery planning.
Customer Satisfaction:
  • The incumbent understands the needs of the
    customers and offers IT solutions to resolve these needs
  • Keenly reviews the customers’ needs and
    integrates them with best practice and development and trends in the IT
    industry.
  • Puts in place a process of resolving IT
    problems within the agreed time specifications.
Human Resources Management:
  • The jobholder attracts, retains, motivates
    and develops staff that are dedicated to outstanding performance.
  • Sets SMART objectives to staff.
  • Motivates staff through challenges.
  • Appraises staff.
  • Advises management on the Departments’
    manpower requirements and ensures staff development within the department.
  • Formulates a strategy that facilitates the
    delivery of the vision of the business through the I.T Department.
  • Ensures that appropriate caliber of staff
    that meets all the hirinu standards are recruited and selected to deliver
    results expected
  • Implements performance management.
  • Quantifies the capability gaps in terms of
    skills and competencies and implements programs to close the capability
    gap.
Others:  Carries out any
other lawful assignment allocated by the immediate Supervisor and/or Management
from time to time.
Qualifications, Skills and
Experience:
  • The applicants for the Civil Aviation
    Authority (CAA) Principal Information Communication and Technology
    Security Officer job opportunity should hold a Master’s degree in a
    numerate science i.e. Engineering, Mathematics, Statistics with post
    graduate qualification in computer science or Software Engineering OR an
    honours bachelor’s degree in IT, Computer Science or Software Engineering
    with a Master’s degree in the same discipline.
  • Professional certification in IT Security
    e.g., Certified Information Systems Security Professions (CISSP).
  • A minimum of seven years of related
    experience with working knowledge in IT Security.,
  • Should have broad organizational
    awareness;
  • Must have good business understanding;
  • Must be cost conscious;
  • Impeccable level of integrity;
  • Familiarity with ICT regulations;
  • The jobholder must also have people
    management skills;
  • Possess proficiency in performance
    management.
  • Age: Between 30 to 50 years

very high and unquestionable integrity and needless to emphasize any reported
cases of questionable integrity both before and after interview as well as post
appointment will lead to his/her cancellation from the process or termination
of Employment.
