The Danish Refugee Council (DRC) is a private, independent,
humanitarian organization working on all aspects of the refugee cause in more
than 36 countries throughout the world. The aim of DRC is to protect refugees
and internally displaced persons (IDPs) against persecution and to promote
durable solutions to the problems of forced migration, on the basis of
humanitarian principles and human rights. DRC works in accordance with the UN
Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in
Disaster Relief.
About ECHO Project:
The Danish Refugee Council (DRC) is presently leading a Consortium of
four NGOs (DRC, LWF, Windle Trust Uganda and REACH) which has been selected to
implement a program in West Nile to provide lifesaving and sustainable WASH,
livelihoods and education services to South Sudanese refugees and surrounding
host communities. The Consortium is implementing a 1-year project funded under
the European Commission, European Civil Protection and Humanitarian Aid
Operations – ECHO, to respond to refugee settlements and host communities in
West Nile of Uganda.
Job Summary: The Grant and
MEAL Coordinator is responsible for ensuring grants compliance as per the DRC
and donor policies and regulations. She/he will ensure grant reports to each
specific Donor are produced within deadline. The incumbent will ensure day to
day financial and grants support to the implementation of the Consortium
projects and other projects as required. The Grant and MEAL coordinator will
also supports the monitoring, evaluation and learning of the project
implemented in Consortium in all locations. The MEAL Coordinator will support
impact assessment work for such Project and ensure that impact narratives are
communicated to key stakeholders
Key Duties and
Responsibilities:  
Grant Management:
  • Disseminate relevant and required
    conditions of the grants to the project owners and other responsible.
  • Work closely with the Area Managers and
    Consortium partners to ensure that funds are being spent correctly as per
    the regulation of the grant and reports are produced timely.
  • Establish the specific requirements of the
    all grants and ensure these are followed by the various stakeholder
    involved in implementation of the project grants.
  • Support internal and external audits and
    project verifications. 
  • Ensure recommendations from audit reports
    related to program are implemented in collaboration with the program
    managers. 
  • Actively participate in the budget follow
    up meeting and support in monitoring budget burn rates and recommend
    appropriate action on any significant variances (+/-10%). Notify Area
    Managers of any red flag in expenditure levels. 
Reporting:
  • Ensure that narrative and financial
    reports are prepared by the relevant responsible person before the
    deadline and is consolidated. Strictly ensure that Donor deadlines are
    adhered to.
  • Send frequent reminders of Donor reporting
    deadlines well in advance to the project owners and other stakeholders.
  • Consolidate and QA the reports provided by
    the stakeholders and send it to Donor.
  • Document the submitted reports both in
    physical files and electronic archives.
  • Ensure correct format, forms and other
    annexes are complete before sending the reports to Donors.
Monitoring Evaluation and Learning:
  • Actively contribute to development and
    maintenance of overall M&E frameworks/system for project implemented
    in Consortium in accordance with DRC minimum operational procedures for
    MEL and DRC evaluation policy and in collaboration with partners 
  • Participate in and lead data collection in
    the field
  • The incumbent will also facilitate
    training of data collectors and relevant country staff on M&E
  • Support and facilitate data analysis
  • Support monthly and quarterly reporting
    (specifically aggregation of outputs)
  • Responsible for development of M&E
    plans for all projects at inception 
  • Management of data entry, data store and
    databases for all M&E data 
  • Responsible for implementation of M&E
    plans, including management of outcome and impact assessment and Produce
    impact monitoring reports for Consortia’s internal use as well as for
    Donor reporting for each project cycle
  • Ensure dissemination of findings from
    evaluations 
  • Plan and develop detailed data collection
    tools, ensure that data collection is scientific, and defendable.
  • Undertake field-monitoring missions to
    assess progress of the project implementation using standard monitoring
    and evaluation tools and methodologies.
  • Provide appropriate and facilitative
    administrative follow-up actions to ensure effective application of
    monitoring and reporting tools 
  • Support the project Managers in facilitating
    assessments and studies led by external consultant. 
  • Ensure the compilation of human stories
    and other printed materials to assist the visibility of projects in
    collaboration with Communication and Advocacy Coordinator. 
  • Participate in/take lead in documenting of
    all learning initiatives of the consortium by compiling lessons learnt,
    promising practices and best practices 
Qualifications, Skills and
Experience:
  • The ideal candidate for the Danish Refugee
    Council (DRC) Grant and MEAL Coordinator job placement must hold a
    Bachelor’s Degree in social planning, development studies, monitoring and
    evaluation or any other relevant education background.
  • A minimum of five years’ experience in
    Grants and Meal management position in INGOs
  • Extensive knowledge in Monitoring and
    evaluation system and processes.
  • Working knowledge and experience of
    working with Echo and DFID.
  • Possess strong analytical and conceptual
    skills.
  • Proactive, stable and robust character and
    a good team player. 
  • Excellent communication skills, calm and a
    good sense of humor. 
  • Excellent interpersonal skills and
    demonstrated ability to establish effective working relations at all
    levels.     
  • Excellent verbal and written communication
    skills in English
  • The desired candidate must be able to
    conceptualize and articulate DRC vision and have the strong oral and
    written communication skill required to translate the vision into tangible
    action. The incumbent is expected to have extensive donor, government and
    partner engagement experiences.  
  • Previous experience and understanding of
    refugee and displacement issues is an advantage and ideally the candidate
    will have a good understanding of the region.
