Action Against Hunger (ACF) is an International Humanitarian NGO which
has been in existence for over thirty years. ACF has been implementing Food
Security and Livelihoods, Nutrition, Water, Sanitation and Hygiene programs in
the Lango, Acholi, West Nile and Karamoja regions of Northern Uganda.
Job Summary: The Base
Logistician will take responsibility for the co-ordination and support of
logistics activities within the base of operation.  The incumbent will  be responsible for effectively managing
logistics needs for staff, vehicles, procurement, assets and stocks for Action
Against Hunger with a view to ensuring smooth service to technical departments.
He should also develop an interest in the basic security monitoring in the base
context.
Key Duties and Responsibilities:  
Base Logistics Management:
  • Ensure strict compliance to Action Against
    Hunger’s kit log and its implementation in base operations for proper
    audit filing and control
  • Management
    of all logistics support, following Action Against Hunger procedures and
    policies for the management of the supply chain, vehicle fleets, assets
    and stocks through the technical guidance of the Logistics Coordinator
Procurement:
  • Centralize the programme supply chain by
    setting up effective order management systems at base level for all local
    and national orders with support from capital office
  • Through
    guidance and support from capital office and HoR, ensure local and national
    procurement practices are compliant with donor regulations practices
  • Organise the procurement of items based on
    authorised IOFs as requested by the budget holder and  ensure correct Action Against Hunger
    procedures are followed in procurement chain cycle
  • Update price catalogue with new purchase
    prices at least every three month
Fleet:
  • Ensure management of vehicle fleet is in
    line with Action Against Hunger standards (kit log), and ensure
    appropriate allocation and safe, economical use of vehicles throughout
    programmes and ensure servicing and maintenance schedules are adhered to.
  • Assist drivers and mechanics with the
    following duties:
  • Manage the use of vehicles and
    communication equipment at the base
  • Supervise vehicle plans and allocation in
    order to optimally serve the needs of programmes
  • Monitor fuel consumption of Action Against
    Hunger vehicles and document consumption rates for all vehicles 
Human Resources Management:
  • Commitment
    to and understanding of ACF Charter and Basic Principles
  • Organization of the logistics department
    (HR chart)
  • Validation of paid leaves request
  • Technical
    supervision and management of the logistics team: purchase officer,
    storekeeper, radio operator, drivers, watchmen, custodian…(when and
    where appropriate)
  • Support the HoR and Logco to adjust the
    job descriptions of other logistic team members
  • Provide support to HoR and Log Co with
    performance management, training and development of the Logistics team
Administration:
  • Manage and maintain an updated logistics
    records including Stock Report, Asset Register, Procurement Tracking
    Sheet, Fuel Report, Radio Comms Register and Order Follow Ups on a monthly
    basis
  • Keep a proper record of expenditures,
    receipts, IOFs, purchase order forms, delivery notes and all other ACF
    controlled documents properly filed for audit and archive purp



Qualifications, Skills and
Experience:
  • The ideal candidate for the Action Against
    Hunger (ACF) Base Logistician job placement should hold a Bachelor’s
    degree in Logistics, procurement and supply chain from a recognized
    university
  • At least two years of professional
    experience in Logistics.
  • Additional
    experience in stock management, transport and fleet management will be an
    added advantage.
  • Significant experience of working in
    humanitarian relief/development sector in the field, in a logistics or
    other related program support role. 
  • Strong communications skills, with
    excellent verbal and written English.
  • Fluent in local dialects in Yumbe is a
    requirement.
  • Good working knowledge of Computer-Ms
    WORD/ Excel Computer skills.
  • Willing to work occasional evenings and
    weekends and to carry out field visits at short notice if required.
  • Previous experience working with NGO or UN
    agencies
  • Proven knowledge and experience of
    logistics core competencies
  • Competence
    in all components of Logistics ( fleet management, transport,
    warehousing, etc)
