About US:
The Government of the Republic of Uganda has received financing from
the International Development Association (IDA) towards the implementation of
the Uganda Reproductive Maternal and Child Health Services Improvement Project
herein after referred to as the “Project.” The objectives of the Project are
to: (i) to improve utilization of essential health services with a focus on
reproductive, maternal, newborn, child and adolescent health services in target
districts; and (ii) Scale up birth and death registration BDR) services.
Job Summary: The Results
Based Financing (RBF) Officer will provide technical  support to the Ministry of Health in
implementing RBF activities at primary health facilities as outlined under
Component One of the Project.
Key Duties and
Responsibilities:  
  • Actively facilitate the training of the
    DHMT, hospitals, and health centres on RBF, procurement, financial
    management and data management to support performance and payments under
    RBF.
  • Support the roll-out and
    institutionalization of RBF in Local Governments both at the District
    Health Management Teams (DHMT), hospitals, and health centres. This shall
    include facilitating the assessment and enrollment of the health
    facilities on the RBF programme based on the national quality of care
    assessment guidelines.
  • Schedule and provide administrative and
    logistical support to Regional RBF teams of trainers.
  • The jobholder will enhance the capacity of
    DHMTs in the implementation of RBF services through supportive supervision
    and technical support to health facilities implementing RBF programs
    including maintenance of quality of care, record keeping, fiduciary
    arrangements and customer care within an allocated geographical region.
  • Coordinate the verification of results by
    the regional RBF teams based at the Ministry of Health including arranging
    for the logistics required, task breakdown and allocation of
    responsibilities and consolidating the field visit reports on quantity and
    quality of outputs.
  • Follow-up with health facilities to make
    sure there is timely preparation of invoices by health facilities, their
    review and consolidation by DHMTs, and prompt internal audit and payment;
    send feedback to health facilities and the DHMT explaining reasons for
    variances and areas that require improvement;
  • Generating and advising on the payment/
    disbursement schedule to the DHMT and the Health facilities and
    maintaining a comprehensive database of the disbursements with the
    respective balances including funds utilization per indicator by health
    facility and district
  • Support the Monitoring and Evaluation
    Specialist in organizing external verification of RBF quantity and quality
    data.
  • Follow-up health facilities and DHMTs that
    are experiencing delays or difficulties in conducting their work.
  • Prepare and submit regular progress
    reports on the implementation of the RBF to Government and key
    stakeholders on a routine and/ or spontaneous manner and support
    preparation of quarterly progress report.
  • Develop and maintain a data base on
    participating health facilities and catchment populations; quantity and
    quality indicators and pricing disaggregated by District and region;
  • Work in liaison with other partners
    implementing RBF programs in the respective geographical regions and those
    supporting the strengthening of Health Systems for RMNCAH.
  • Stay abreast with global experiences in
    RBF and appropriately advise MoH and stakeholders on best practices for
    effective national and sub-national roll out of RBF approaches;
  • Perform any other duties as may be
    assigned to him/her by the RBF Specialist and Commissioner Planning.
Qualifications, Skills and
Experience: 
  • The applicants must be Ugandan Nationals
    with a basic university degree in Economics, Business, Social Sciences,
    Statistics and Human Medicine or a related discipline from a recognized
    university.
  • Possessions of a Master’s Degree in
    Planning, Finance, Economics, Information Systems and Public Health from a
    recognized university will be an added advantage.
  • A minimum of three years of related work
    experience in implementation of RBF approaches.
  • Previous experience in  the implementation of projects supported
    by World Bank or related bi-lateral and multilateral agencies.
  • Previous experience working with the
    public sector will be an added advantage.
  • Experience in designing and implementation
    of health financing reforms.
  • Strong analytical, planning and
    organizational skills
  • Excellent interpersonal skills,
    communication skills, both oral and written.
  • Strong coaching and leadership skills.
  • Demonstrated ability to work under minimum
    supervision and meet strict deadlines.
  • High degree of integrity and
    confidentiality in handling public matters/resources.
  • Computer literacy skills i.e. proficiency
    in the use of MS Word, Ms Excel and internet/email is a mandatory
    requirement.
