Job Summary: The Youth
Livelihoods Research and M&E Specialist will work in the Youth Employment
in East Africa Programme funded by Citi Foundation jointly implemented by VSO
Uganda, VSO Kenya and Balloon Ventures. 
The incumbent will also support the development of project M&E tools
and knowledge management platforms and support the capacity building of the
project team on M&E/research
Key Duties and
Responsibilities:  
Action Research:
  • Develop/review the TOR for the research
    and develop a research proposal.
  • Carry out desk research to review the
    current information available related to the barriers and opportunities
    for employment for young people in small and medium scale enterprises in 2nd
    tier cities in Uganda
  • Identify a team of enthusiastic young
    Ugandan people to train, coach work with to conduct the research.
  • Develop and test the Action research tools
    in coordination with VSO project team (including national Volunteer
    Research Specialist), Balloon Ventures and the youth researchers
  • With support from M&E manager
    Incorporate the capabilities and assets approach into research and tool
    design
  • Conduct action research in the 5 locations
  • Oversee the analysis of the data collected
    in coordination with VSO, Balloon Ventures
  • Compile a research report with
    recommendations and a PowerPoint presentation of key findings (again in
    coordination with VSO, Balloon Ventures and the youth researchers)
  • Lead the dissemination of the findings of
    the action research
M&E, Knowledge Management and Reporting:
  • Work closely with the M&E Manager
    support the development of project M&E tools, systems and knowledge
    management platforms
  • Support the capacity building the project
    team on M&E tools/systems
  • Send monthly plans and reports to VSO
    Project Manager and Balloon Ventures project focal person
  • Document and share successes and case
    stories, best practices and lessons learnt
  • Input into donor reports as needed
  • Participate in project planning and review
    meetings
  • Jointly with other VSO volunteers
    identifying and sharing areas of good practice across the project
Qualifications, Skills and
Experience: 
  • The applicant for the Youth Livelihoods
    Research, M and E Specialist job placement must hold a Masters’ degree in
    livelihoods research, youth studies, research methodology, social sciences
  • At least seven years’ experience
  • Previous experience in conducting action
    research studies, baselines studies, evaluations
  • Excellent documentation and report writing
    skills
  • Computer literate with experience in the
    application and use of various data analysis tools, (SSPS, Epi-data Atlas
    ti, SMART collect and others)
  • Good facilitation skills
  • Excellent communication skills
  • Excellent English language skills
    essential, especially writing skills.
  • Proven planning, organizational and
    systems management competencies.
  • Experience of coaching and mentoring
    others
  • Experience of capability and assets
    approach
  • Experience of working with/training low
    capacity teams/grass root organisations
  • Prior experience of working in developing
    countries (in Africa, in an NGO
  • Ability to work with minimum supervision
  • Excellent interpersonal skills and
    suitable character to work in a slow-paced environment which can be
    bureaucratic (requiring patience and tenacity).
  • High degree of professionalism

  • Ability to adjust and adapt easily to a
