About UNHCR:
The Office of the United Nations High Commissioner for Refugees was
established on December 14, 1950 by the United Nations General Assembly.
UNHCR’s mandate under the Statute of the Office of the United Nations High
Commissioner for Refugees is to lead and co-ordinate action for international
protection to refugees; seek permanent solutions for the problems of refugees
and safeguard refugee rights and well-being. UNHCR has an additional mandate
concerning issues of statelessness, as it is given a designated role under
Article 11 of the 1961 Convention on the Reduction of Statelessness.
Job Summary: The Senior
Programme Assistant will mainly work on comparing UNHCR FOCUS budget plans to
UNHCR MSRP expenditure reports to conduct financial analysis on programme
implementation for donor reporting and accountability.
Key Duties and
Responsibilities:  
  • Collects, registers and maintains
    information on project activities. 
  • The jobholder prepares status and progress
    reports, prepare tables and draft routine correspondence.
  • Prepare background material for use in
    discussions and briefing sessions.
  • Undertake proper collection, monitoring
    and use of baselines, standards and indicators needed to measure and
    analyse programme performance, trends and target interventions.
  • Keenly review the implementation and
    performance of Project Partnership Agreements agreements through
    appropriate physical monitoring to evaluate the projects by reviewing work
    plans, progress reports, budget, financial reports and expenditures. This
    may include field visits for specific monitoring and evaluation issues.
  • Apply UNHCRs corporate tools (e.g. Global
    Focus, Focus Client) to assess the technical soundness of the operation
    and generate data for evidence-based decisions at the country-level.
  • Provide support in ensuring compliance in
    issuance of audit certificates for Implementing Partners.
  • Provide inputs for the country operations
    plan (including budgets, staffing levels and structures) as well as
    prepare inputs for funding submissions, appeals and reports.
  • Access the relevant information and
    programme records, Focus/ MSRP data.
  • File management for the Donor Relations
    Unit.
  • Represent UNHCR in physical monitoring of
    projects.
  • Perform any other duties as required.
Key Performance Indicators:
  • Accurate and well presented information
    will promote UNHCR action for refugees, contribute to good decision
    making, and help for fundraising;
  • Errors can lead to inappropriate action,
    and impact negatively on UNHCRs image and affect fund raising efforts.
     
Qualifications, Skills and
Experience:
  • The ideal candidate for the United Nations
    UNHCR Senior Programme Assistant career opportunity should hold a Bachelor’s
    degree in Business Administration, Social Science, International Law or
    related field;
  • At least four years of related work
    experience
  • Knowledge of local, regional and national
    institutions;
  • Proficiency in English and excellent
    knowledge of at least one local language.
  • Completion of the UNHCR Learning
    programmes or specific training relevant to functions of the position.
  • Good knowledge of UNHCR financial rules,
    procedures and processes.
  • Knowledge of UNHCR specific programmes
    (MSRP, Focus, etc.).
  • Prior exposure to UNHCR refugee
    operations, especially at field level, and functions relating to office
    administration and programme activities.
