The Ministry of Agriculture, Animal Industry and Fisheries derives its
mandate from the constitution of the republic of Uganda; the Local Governments
Act, (1997), and the Public Service reform Programme (PSRP). The mandate is to
create an enabling environment in the Agricultural Sector.
Job Summary: The Senior
Information Technology Officer will plan, develop and implement strategies that
support Information Technology (IT) in the Ministry.
Key Duties and
Responsibilities:  
  • Supporting the Ministry in implementing
    set standards for applications that meets the needs of the users and
    supports the overall Information and Communication Technology;
  • The jobholder will be developing business
    continuity and disaster recovery plans;
  • Tasked with managing all information
    technology equipment and inventory;
  • Maintaining up to date systematic drawing
    of Local and Wide Area Network and infrastructure supporting e-government;
  • Responsible for preparing security policy
    instruments, implementing security tools and putting in place mechanisms
    to detect security breaches;
  • Managing the Ministry’s network and data
    centre in conformity with appropriate standards;
  • Tasked with developing policies and
    administering network resources including user access rights and maintaining
    up to date inventory of network resources;
  • Determining requirements for computer
    systems, data storage and retention or related hardware or software
    facilities, establishing overall or detailed design specifications and
    development schedules for sub- system;
  • Coordinating new and on-going computer
    systems;
  • Responsible for modifying, maintaining and
    developing complete systems;
  • Writing and maintaining system
    documentation;
  • Perform any other duties as may be
    assigned from time to time.
Qualifications, Skills and
Experience:
  • The applicant should be a Ugandan who
    holds an Honors Bachelor’s Degree in Either Information Technology or
    Information Communication Technology or Computer Science or Computer
    Information Systems and Administration or Computer Engineering or Software
    Engineering from a recognized University/Institution.
  • Possession of CISCO Certified Network
    Administration (CCNA), Oracle Certified Professional (OCP), Microsoft
    Certified Systems Engineering (MCSE), Microsoft System Development (MSD)
    and Oracle Certified Development (OCD), Information Security and Audit
    (ISACA) certification among others will be an added advantage.
  • At least three years of related working
    experience in the field of Information Technology in a Government setting
    or a reputable organization.
  • Excellent knowledge of computer software
    and database application;
  • Technical knowledge of information
    technology;
  • Excellent communication skills, both oral
    and written;
  • Good interpersonal skills;
  • Ability priorities and plan effectively;
  • Good computer skills skills;
  • Good presentation skills;
  • Creativity and Problem-solving skills;
  • Highly analytical skills;
  • Ability to multitask and cope with
    pressure at work;
  • Customer Care and Public Relations;
  • Ability to work well in a team;
  • Problem diagnosis and creative
  • Good problem solving skills.
